JobSummary

Reporting to the ChiefOperating Officer, the Director, Mental Health and Substance Use , is a keymember of the senior management team with primary responsibility for overseeingthe effective and efficient delivery of mental health and substance usetreatment, support and clinical services in alignment with the vision, valuesand strategic direction of the Society.

The position creates andpromotes an environment that is focused on evidence-based, client-centered andtrauma-informed care that supports opportunities for research, learning andteaching for staff, practicum students and volunteers.

OrganizationalStatus

ThePhoenix Society is a multi-service agency located in the Lower Mainland ofBritish Columbia dedicated to providing accessible services and opportunitiesto people who face barriers related to addiction, mental health, housing,education, criminal justice involvement and/or employment. This role will support across multipledepartments through planning and provision of mental health and substance use services.

Responsibilites

ProgramManagement

Oversee programplanning and implementation in alignment with the vision, values and strategicdirection of the society. Ensure service deliverymeets contract expectations. Responsible for oversight of reporting to funderson outputs and performance against annual service delivery plans. Develop and maintainoutcome measures for ongoing quality improvement Ensure programs are inaccordance with applicable local, provincial and national laws, regulations andstandards (e.g., Community Care Facilities Licensing; Correctional ServicesCanada, BC Housing, Fraser Health Authority, Mental Health and Substance UseServices – Stabilization and Transitional Housing Programs, Canadian Standardsand Guidelines for Career Development Practitioners) Ensure that accurateclient records (e.g., assessment data, client care plan, goal setting, casenotes and discharge summary), reports, statistics on residents and all requireddocumentation are complete Ensure that programdelivery is provided within the annual operating budget Assist seniorleadership in the preparation of the annual operating budget

HumanResources and Staff Supervision

Fostercollaboration and effective working relationships that contribute to anenvironment of trust and mutual respect Inspires a shared vision and maintains groupcohesiveness, motivation, commitment and effectiveness Oversee and evaluate recruitmentstrategies for program staffing needs Provide positive leadership to all program staff,practicum students and volunteers, encouraging a team approach, professionalattitude and respectful, supportive working relationships Directplans and coordinate the work of program staff including supervision,evaluation, training, and team building Ensurethat training and orientation is completed for new program staff, practicumstudents and volunteers Conductperformance reviews and planning sessions with program staff and provideon-going coaching and feedback where required Organizeand facilitate program staff meetings to maintain effective communication withmanagers and staff Maintain and update own clinical knowledge within areaof practice, and develop a plan for professional development. Reviews progressto ensure that goals are achieved within established timeframes

CommunityRelations

Fosters collaboration and effective workingrelationships with stakeholders and community groups that promote cooperativegoals Develop proposals for initiatives and implementprograms that respond to the complex needs of underserved populations Participate as anagency representative in collaborative partner networks and in relatedcommunity social and economic development activities

Qualifications

Master'sdegree in social work, counselling, education, psychology, or equivalent 10+years of experience in progressively responsible roles in community-basedsettings working with marginalized populations, substance use services, mentalhealth, corrections, etc. Demonstrated experiencerelated to the design, delivery, and evaluation of core programs in anon-profit environment Satisfactory completionof a criminal records check with vulnerable sector screening is required Satisfactory completionof Tuberculosis Screening form is required Satisfactory completionof Employee Immunization Record form is required First Aid Certificationwith CPR is required Valid driver's licenseis required

Knowledge of practicesfor populations with complex needs related to mental health presentations,substance use, and homelessness Strongskills in Windows, Microsoft Word, Excel, and database management systems Strongproblem solving, analytical, and creative skills with the ability to exercisesound judgement and make decisions based on accurate and timely analyses Stronginterpersonal skills and ability to communicate effectively in writing andverbally in English Abilityto lead and work in a trauma-informed practice Demonstrated commitmentto the social sector with a passion for the organization's mission is essential
