Job Description

Working with the Contract Management Team within the Redevelopment & Facilities Office, Halton Healthcare staff, ProjectCo, and external consultants, this position will be responsible for managing and coordinating the operational aspects of Halton Healthcare facility management services and maintenance contracts with a focus on driving performance by managing to the DBFM contract requirements. Working closely with a variety of stakeholders the position will also be responsible for ensuring that ProjectCo operations are in line with and aligned with the clinical and operational needs of Halton Healthcare.

Major Responsibilities and Activities

  • Manages complex DBFM contracts with a broad portfolio of in scope services to ensure consistent and high quality delivery of ProjectCo services.
  • Monitors DBFM daily contract performance ensuring compliance with all Key Performance Indicators and adherence to Operating Protocols for each ProjectCo service.
  • Scrutinizes the contract documents to identify opportunities to improve ProjectCo performance and maximize contract value as well as to identify potential
  • Provides input into operational, quarterly and annual maintenance and service plans to ensure alignment between ProjectCo obligations and operational requirements
  • Manages the Permission to Work process, including ensuring appropriate planning, contingency measures and communications are implemented such that any works carried out pose a managed level of risk to the facility and hospital operations.
  • Reviews all ProjectCo submissions (i.e monthly Performance Monitoring Report) for completeness and accuracy and provides feedback to ensure ProjectCo work meets all contractual as well as operational requirements.
  • Audits the monthly Payment Adjustment Report submitted by ProjectCo to determine whether all appropriate deductions from the Monthly Service Payment as they apply to service standards / performance indicators outlined in the Facility Management Output Specifications
  • Manages engagement risk by reaffirming hospital user expectations, clarifying ProjectCo scope, and taking early action to resolve problems arising as a result of ProjectCo performance
  • Collaborates with Infrastructure Ontario and peer hospitals to discuss best practices on common contractual issues and uses these learning to inform and adjust local processes
  • Leads initial negotiations of complex contractual concepts with ProjectCo related to contract interpretation and resolution of contractual issues.
  • Oversees the Ad Hoc, Small Works and Variations process and provides support to hospital users on various initiatives and projects by managing, developing, and evaluating scope, methods and procedures that are efficient, effective, and utilize good project management and change management practices.
  • Works on unusually complex problems and is sought as a resource for resolution of unique or highly complex business problems by providing innovative, creative and integrated solutions that will achieve quality and work process improvements.
  • Displays and exhibits excellent tactical and critical strategic thinking
  • Synthesizes user input and feedback to ensure gaps, impacts, or areas of overlap are identified and addressed through the appropriate forum to minimize impact of ProjectCo operations on the hospitals
  • Regularly reviews contractual documents and prepares briefing notes to clarify complex or conflicting interpretations
  • Liaises with stakeholders, consultants, contractors and vendors working on a variety of projects assisting with coordination of activities and representing the hospital's perspective to ensure contractual objectives and outcomes meet the stated requirements
  • Actively participates on selected contract management, facility services and other relevant committees as well as Committees established under the DBFM contracts; participates in monthly DBFM coordination calls with Infrastructure Ontario and peer DBFM hospitals
  • Participates in administrative and corporate responsibilities that support and advance HHS goals. Acts as an ambassador for the department, and organization as a whole
  • Undertaking a variety of other activities as required assisting the Redevelopment & Facilities Office to meet workload demands
  • Demonstrates being patient and consumer focus; makes a commitment to meet or exceed the needs of all internal and external customers
  • Demonstrates fiscal responsibility; to model a sound understanding of, and work within, the financial boundaries of Halton Healthcare Services funding.
Qualifications

  • At minimum, completion of a Bachelor Degree in health/ life sciences, engineering or business administration field or recognized equivalent.
  • Must have at least 5 years of contract and project management experience, ranging from small to large complex projects. Experience in Facilities Management is considered an asset.
  • Must have the ability to understand and undertake a wide variety of projects with a broad range of focus.
  • Participate in the administration and oversight of complex contracts,
  • Lean/process improvement exposure is desirable.
  • Self-motivated, work independently and integrate well as a member of a variety of teams
  • Flexible and enjoy working in a fast paced environment
  • Liaise with a broad range of individuals from clinical and professional staff to external stakeholders
  • Research skills of best practices in areas associated with Facilities Management and DBFM contracts. Verbal, written communication and presentation skills essential
  • Interpersonal and conflict management skills and has a positive outlook
  • Organizational, conceptual and strategic thinking skills and abilities
  • Exceptional time management skills
  • Computer literacy including Microsoft Office, database management, project management software, etc.
Additional Information

Salary: $ $63.851 per hour

Hours: Monday – Friday – 7.5 hour days

Site: Multi-Site, primarily Oakville
