The City of Port Alberni is currently looking for a
Manager of Development Services to join a progressive and
dynamic organization that provides a full range of programs and services to taxpayers. Reporting to the Director of
Develop ment Services, the successful applicant will oversee the Development Services department.

Responsibilities:

This position is responsible for specialized technical, administrative and supervisory work including:

  • Planning and directing the operations of the Development Services Department, including the direct supervision
- of staff- and bylaw amendments
  • Liaising with developers regarding the City's land development processes
  • Acting as the Deputy Approving Officer for the City under the Land Title Act
  • Assisting in the development of annual department operating budgets
  • Advising the Director of Development Services, CAO, municipal departments, City Council, developers and the
- general public on City planning policies, regulations and procedures
  • Providing planning information and recommendations to the City's Advisory Planning Commission

Qualifications & Experience:

  • Completion of a Bachelor or Master's degree in planning, along with a minimum of ten years' related experience,
including experience in public administration and supervision. Experience in an Approving Officer capacity
would be an asset. An equivalent combination of education and experience may be considered.

  • Thorough knowledge of planning principles, legislation and practise, real estate and land development
principles, and other relevant municipal legislation and law.

  • Strong interpersonal, communication and leadership skills.
  • Ability and desire to work in a collaborative manner with a wide range of stakeholders.
  • Current membership, or eligibility for membership, in the Canadian Institute of Planners and the Planning


Institute of BC.
  • Valid BC Class 5 driver's license.
  • This is an exempt position. A competitive salary is offered in addition to a comprehensive benefit package.

  • MANAGER OF DEVELOPMENT SERVICES

1. Nature and Scope of Work
**This is specialized technical, administrative, and supervisory work in directing the
operations and programs of the Development Services Department including the
regulation and operations related to land use planning and land development regulation.
The Manager of Development Services also advises the Director of Development
Services, Chief Administrative Officer (CAO) and Council on a broad range of physical,
social, economic, community land use planning and development matters.

The Manager of Development Services will be appointed as the Deputy Approving
Officer for the City under the _Land Title Act. _

The position incumbent exercises considerable independence of action, judgement, and
initiative in carrying out the work, with the more difficult problems and policy matters
being referred to the Director of Development Services. The Director of Development
Services/ reviews work performance in terms of effectiveness of Department operations.

2. **Illustrative Examples of Work

  • Plans and directs the operations, systems and programs of the Development Services
Department, including supervision of staff and interaction with the public.

preparation of required reports and bylaw amendments for Council consideration, and
issuance of permits.

  • Liaises with developers regarding the City's land development process, presents plans
or studies to the Director of Development Services, CAO and Council, and manages the
process of review, consideration and formal approval.

  • Works with other department heads such as the Director of Development Services,
Director of Engineering and Public Works, Director of Finance and Director of Parks,
Recreation and Heritage to gather input for planning policies and municipal development
decisions.

  • Provides support to the City's Geographic Information and Mapping System as required.
  • Assists in the development of annual budgets of operational and capital expenditures for
the Department.

  • Assists in hiring, disciplinary matters, layoffs and terminations, as well as in processing
employee grievances, arbitration hearings and related labour relations matters.
