Position Overview:


Working within the OWSS (Optimized Weapon System Support) Department, the primary responsibility for this position is to manage opportunities and analyze data in order to optimize sequences and process improvements to increase efficiencies.

This position will manage implementation of improving quality, productivity, and cost using data analytics. To interact with all levels of the organization in a project focused approach to link initiatives with business-critical objectives using Key Performance Indicators ("KPIs")

What You Will Do:

  • Work with Program Management Teams to manage solutions to difficult problems to meet priorities and commitments
  • Establish, maintain, operate and monitor cost performance for all the OWSS departments
  • Oversee data, analyze results using analytics, research methodologies, and statistical techniques to advise the OWSS departments on decision making
  • Act as a liaison between staff and senior management, analyzing and interpreting data involving key performance metrics
  • Oversee preparation, analyze, and summarize various weekly, monthly, and periodic operational results for use by key stakeholders for creating internal and external Program level reports and presentations
  • Evaluate key performance indicators, provide ongoing reports, and recommend business plan updates
  • Liaise with functional managers involved with the resolution of problems, preparation of the Annual Operating Plan (AOP), and completion of other OWSS related tasks.
  • Direct and manage a dedicated team of Program Analysts
  • Manage the Administration activities associated with the OWSS IES Website
  • Complete routine Administrative duties as assigned.

What You Will Bring:

  • Education: Post-Secondary Education, Mechanical or Industrial Engineering Degree is required
  • PMI Program Management course, or equivalent experience is considered an asset.
  • Must be able to work independently in the best interest of the Program, seeking general guidance as required.
  • Knowledge of performancebased contracts would be an asset
  • Experience in chairing meetings with internal and external customers
  • Experience interfacing with Customers and or Government executive level personnel.
  • Experience in aerospace industry or CF maritime aviation field, with CP 140 Aurora familiarization is desirable.
  • 35 years' experience in management positions, managing or interfacing with multidisciplinary team is desirable, with experience in problem solving and conflict resolution.
  • Advanced analytical skills with experience collecting, organizing, analyzing, and disseminating abundant information with accuracy
  • Experience with managing budgets
  • Proficiency with statistics and dataset analytics (using Excel and Microsoft PowerBI, MS Project)
  • Functional experience with SQL, Python, R, Machine Learning, Data Warehousing, Data Mining, and Data Modeling is considered an asset

Must be eligible to meet requirements for Canadian Controlled Goods Program (CGP), Secret Level II Security Clearance through PSPC
 Contract Security Program, and Transport Canada RAIC clearance.
