This position is for the Executive Engineer of a unit, or Secretariat, that supports a watershed control or planning board such as the Lake of the Woods Control Board or the Ottawa River Regulation Planning Board.

This position is responsible for the day-to-day management of the Board activities, and to direct the technical and administrative activities of the Secretariat.

The Executive Engineer is responsible for ensuring that data and information systems are operational and the Board website and public communications are maintained, which includes responding to queries from the public and handling media interviews.

The Executive Engineer manages a team of technical staff and executes or ensures the execution of various administrative tasks, such as maintaining the Secretariat workplan and budget, that are required to perform the duties of the Board.

The intent of this process is to staff 1 position indeterminately in Gatineau within the Monitoring and Data Services Directorate (MDSD), Meteorological Service of Canada branch of Environment and Climate Change Canada.

A pool of qualified candidates may be established and used to staff similar positions in various locations, with various tenures, various security levels and various language requirements which may vary according to the position being staffed within Environment and Climate Change Canada.

Candidates must clearly explain in detail how they meet the essential and asset experience qualifications by indicating HOW (clearly explain your duties), WHEN and for HOW LONG (date and length of time in months or years), and WHERE (employer and geographic location) this experience was acquired.

A person may be appointed to the position without meeting any or all of the asset qualifications; however, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Graduation with a degree from a recognized post-secondary institution in water resources engineering, civil engineering, mechanical engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

Extensive* experience in planning, managing, evaluating, and reporting on water quantity related projects.

  • Extensive* experience in presenting, organizing technical sessions for meetings, workshops and/or conferences.
  • Experience communicating technical information to a public audience, clients and/or the media.
  • Experience in direct supervision of technical or professional staff or leading groups to deliver engineering products or services to clients.

  • Asset qualifications

Master's or Doctoral degree in an engineering or science related discipline with a specialization related to water resources management or hydrology.

Experience in transboundary water regulation.

  • Experience providing strategic advice on water-related engineering issues.
  • Experience in water resources basin simulation modeling.
Knowledge of the role of the Lake of the Woods Control Board and its activities.

  • Knowledge of the role of the Ottawa River Regulation Planning Board and its activities.
  • Knowledge of the International Joint Committee and its activities.
Occupational Certification – Licensed as a Professional Engineer in a province or territory of Canada.

  • Valid Canadian Passport and no restriction to travel in Canada and the United States.
  • Must hold and maintain a valid driver's license.
  • Willingness and ability to work overtime and travel (including to the United States), including in small air and watercraft.
