Primary Duties

Nature of Work

Expected starting salary is $23.06 to $30.79. Full salary range is $ $38.52.Under supervision of the Waste Abatement Supervisor, performs work in the acceptance, processing, shipping and management of self-hauled garbage, recyclable materials, hazardous waste and problem materials that are delivered to the Waste Abatement facilities. Collects and transports recyclable and hazardous materials from off-site locations using County-owned vehicles. Performs routine preventative maintenance and repairs at Waste Abatement facilities, including mobile and stationary equipment. Performs cleaning activities within the Waste Abatement complex. Assists as back-up personnel for other areas of Environmental Services Department.

Examples of Work
  • Operates mobile equipment (forklifts, skid loaders, vehicles) and stationary equipment (baler, can crusher) to move and process materials
  • Accurately assesses self-haul customer waste loads and determine the price needed for disposal of the waste
  • Performs activities to reuse materials/products
  • Performs modern computerized cashiering functions (for cash, check, credit card) at point of sale for customer payment
  • Loads and unloads vehicles (semi-trucks, box trucks) using mobile equipment
  • Collects and transports recyclable and hazardous materials from off-site locations using County-owned vehicles to Waste Abatement facilities
  • Receives, presorts, processes, packages and prepares shipments from customers in disposing of their garbage, recycling materials, hazardous materials and problem materials following County, Minnesota
  • Pollution Control Agency and Department of Transportation policies and regulations
  • Provides technical assistance to the public using all available media
  • Performs cleaning and routine maintenance
  • Performs reuse, recycling, treatment and testing of materials received and places reusable items in a product reuse area
  • Works at Household Hazardous Waste (HHW) mobile collections in Olmsted and surrounding counties.
  • Performs related duties as assigned.
Knowledge, Skills and Abilities Required
  • Knowledge of solid waste management of garbage, recycling, hazardous materials and problem materials, and their general chemical properties
  • Knowledge of the work hazards and applicable safety precautions associated with the operation of assigned equipment
  • Knowledge of emergency response procedures
  • Skill in safely operating mobile equipment (forklifts, skid loaders, vehicles) and stationary equipment (baler, can crusher)
  • Ability to establish and maintain effective working relationships with other employees and provide good customer service
  • Ability to physically move collected waste/materials to proper storage areas
  • Ability to communicate effectively and efficiently, both orally and in writing
  • Ability to work independently
  • Ability to determine and perform reuse, recycling, treatment and testing of materials received
  • Ability to read and interpret safety labels
  • Ability to successfully complete applicable training programs
  • Ability to accurately assess complex customer loads and using a fee schedule to determine the cost
  • Ability to work Saturdays
  • Skill using computers with point of sale cashiering functions and using Microsoft based software for data management, record keeping and report generation
  • Skill in the use of basic business math
  • Working knowledge of local, state and federal solid waste policies and regulations

Experience

Minimum Qualifications of Education and Experience

A combination of education and experience equivalent to one (1) year of experience in a related position. Valid driver's license is required. Individuals offered a position will be required to take a drug test Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years. Required Special Qualifications: * Successful completion of MPCA training programs within one (1) year of employment.
