Job Summary:

The Project Manager Bus Transformation PF&R works within Client and Business Services, a branch of the Parks, Forestry & Recreation Division that provides services that support strategic senior leadership focus on the modernization of front facing client services and the development of non-program revenue streams.


Reporting to the Manager, Business Services for the Outreach & Events team, The Project Manager Bus Transformation PF&R will lead a small team and all activities under the Customer Experience Project.

Working onsite (e.g. Jack Layton Ferry Terminal) and in office, they will utilize project management, site redesign, business process development/implementation and consultation/negotiation skills to drive customer experience improvements.

Major Responsibilities:

Project Management

  • Plans and leads complex organizational, operational and culture change projects, develops and manages project plans for same.
  • Provides project management support and leadership within the branch as a member of selfdirected work team internally and externally.
  • Facilitates contract management for various services and products including but not limited to RFQ/RFP, valuations of bids, recommendation of vendor, contract monitoring, communication with vendor, renewals, and problem solving with staff. Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.

Customer Focus and Strategic Orientation

  • Participates in ongoing strategic planning and development of citywide service direction, functional standards, policies and procedures, in consultation with other City divisions, government agencies and community stakeholders.
  • Reviews, evaluates and makes strategic recommendations related to scheduling of Parks, Forestry and Recreation projects and operations in conjunction with other divisions for optimal service delivery.
  • Cultivates effective working relations, represents the division and consults with Members of Council and their staff, internal and external stakeholders, other divisions and members of the public on community and project committees, programs, and services.
  • Investigates internal/external complaints, where required, and implementing actions for satisfactory resolutions. Ensures quality customer service by providing timely, cost effective and optimum delivery of services.
  • Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Fire Code, and the Occupational Health and Safety Act (OHSA), etc.

Business Process Improvement

  • Develops, reviews and implements detailed plans, implements resources and tools, and recommends policies/procedures and guidelines regarding program specific requirements and projects to ensure compliance with Council, corporate and divisional directives. Assesses current practices and make recommendations to improve operational efficiencies.
  • Develops and implements service standards, fiscal management strategies, and effective operational plans, and works collaboratively with partner branches within the Parks, Forestry and Recreation Division and other divisions, in the form of planning modules or Service Level Agreements, to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve division's mission and goals.

Leadership

  • Leads, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Manages the day to day activities of staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Represents the division/branch by providing leadership and technical expertise at project, community consultation, partnership and Committee meetings with Members of Council, service providers, various levels of government, outside agencies and community groups, environmental groups and other stakeholders to support strategic divisional and corporate initiatives.
