Summary of Duties:


Reporting to the Deputy City Manager, Finance Supports, this Director position supports and coordinates the planning, decision making, accounting and administration of the City's capital infrastructure in keeping with legislated requirements.

Additionally, Capital Assets and Projects conducts detailed technical studies to inform recommendations to Council on funding required to meet levels of service for existing assets and Development Charges rates necessary to provide new infrastructure for growing communities.

The Director is an insightful and effective people leader, adept at leading the transformation of Divisional culture aligned with the Council's strategic priorities.


Work Performed:

  • Direct the planning, management, and administration for the Capital Assets & Projects Division; develop and maintain comprehensive policies, programs, procedures and protocols regarding growth and development and capital asset management.
  • Develop and implement the work plan and direction for the Capital Assets & Projects Division to meet the organization's strategic plan and effectively deliver the business responsibilities of the unit.
  • Provide advice to the Deputy City Manager, Finance Supports on strategic priorities with responsibility to operationalize those goals and strategies.
  • Provide professional opinion and information to the Senior Leadership Team, Committees and Council on policies, programs and services as required.
  • Identify and develop internal controls in the form of policies, procedures, practices in relation to the general and specific risks of the Corporation. Ensure internal controls are implemented and adhered to within the Division.
  • Oversee a team of experienced Managers; delegate authority and accountability for the execution and delivery of services and programs.

Provide leadership in the following areas of accountability:


:

  • Oversee all aspects of development charges studies including the development of background reports, bylaws, consultation with individuals and presentation to Committee and Council.
  • Monitor expenditures and revenues relating to development changes ensuring that sufficient funds are being collected to meet financial obligations to undertake capital works and pay claims.
  • Develop effective relations with the development industry, external agencies, agents and consultants.
  • Oversee the financial aspects of the City's annual Growth Management Implementation Strategy (GMIS) Update to ensure that adjustments to planned infrastructure do not jeopardize the health of the Development Charges Reserve Funds; make recommendations to Council on adjustments to the City's capital budget to reflect the outcomes of the GMIS process.

  • Lead the development, implementation, maintenance and review of the Corporate Asset Management Policy, Asset Management Strategy and Asset Management Plans, ensuring programs meet established milestones.
  • Provide oversight of Tangible Capital Assets accounting, capital asset inventories and administration, ensuring programs meet legislated accounting standards and records to support the annual audit of the consolidated financial statements.
  • Establish, review and approve processes, policies and procedures for all Service Areas for controlling, planning and reporting on Tangible Capital Assets and to advance corporate initiatives.
  • Lead the development, implementation and maintenance of a robust Enterprise Resource Planning System for Tangible Capital Assets.
  • Develop short and longterm strategies for Tangible Capital Assets. Ensure effective reporting relationships with Service Areas, Municipal Benchmarking Network and provincial bodies.
  • Oversee periodic comprehensive reviews of corporate assets and make recommendations related to potential disposition and sale.
  • Lead special projects for various service area matters, as required.

  • Perform regulatory compliance activities applicable to capital assets associated with the Development Charges Act, Asset Management Planning for Municipal Infrastructure Regulation (588/17), Public Standards Accounting Board, and Municipal Act.
  • Lead and encourage Divisional employee participation and commitment to organizational objectives.
  • Actively mentor, provide development opportunities and build team performance with direct report leaders; ensure managers within the division are providing the same among their direct reports.
  • In consultation with People Services, develop and maintain a divisional succession planning program and other related programs.
  • Direct the Capital Assets & Projects team, including hiring, administration and performance aspects of reporting staff. Respond to sensitive and confidential human resource
