Transdev Canada is actively seeking an
HSQE Coordinator to plan, implement and oversee the Health, Safety, Quality, Environment (HSQE) management systems to the service provider team of the Hurontario LRT Project for a Light Rail Operation we are pursuing in the Greater Toronto Area. The
HSQE Coordinator will be reporting to the HSQE Director of Mobilinx Hurontario Services - Joshua Silva and supported by the Transdev Canada Rail team.


POSITION RESPONSIBILITIES:

  • Support the design and implementation of the Integrated Management System (IMS) and the HSQE processes for the works period and the operational period of the Hurontario light rail system
  • Support the risk management activities, including the hazard log and the process for transferring hazards, mitigations, restrictions, and Safety-Related Application Conditions (SRAC)
  • Support the change management process in line with the Canadian Method for Risk Evaluation and Assessment for railway systems (CMREA)
  • Support the operational readiness activities of the light rail system including the design, implementation, and oversight of the HSQE activities during the works period and the testing and commissioning
  • Support the design and implementation of the Emergency Response Plan (ERP)
  • Carry out inspections and audits of the rail system, including workplaces, systems, and processes
  • Carry out H&S investigations, focusing on root cause analysis and human factors
  • Coordinate the quality management activities during the operational term, including the internal and external audits
  • Support the design and oversee the implementation of corrective or improvement plans arising from inspections, audits, investigations, and other processes. Manage the relevant corporate databases
  • Maintain the HSQErelated Key Performance Indicators (KPI) and produce the necessary reports and dashboards
  • Manage the corporate Electronic Document Management System (EDMS)
  • Ensure that health and safety regulations are adhered to in all project activities
  • Perform other duties as assigned by the HSQE Director

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Demonstrated knowledge of Health, Safety, Quality and Environmental management (a Diploma in one of the fields is an asset)
  • Demonstrated knowledge of railway systems (operations and maintenance standards, procedures, and best practices)
  • Demonstrated knowledge of human factors, human behaviour/reliability
  • Must be familiar with Ontario Health and Safety Act (OHSA) regulations
  • Demonstrated knowledge of operational readiness (including testing and commissioning) of passenger railway systems
  • Demonstrated knowledge of and skill using IT tools such as Office, Maximo, and cloudbased apps

WORK EXPERIENCE REQUIREMENTS:

  • Must be legally entitled to work in Canada
  • Minimum of 5 years experience within Health, Safety, Quality and Environmental management
  • Proven experience working in a railway operational readiness environment (including testing and commissioning activities)
  • Good working knowledge of the design and implementation of HSQE management processes

PREFERRED SKILLS:

  • Excellent timemanagement, planning, conceptual and consultative skills
  • Ability to work selfsufficiently on assigned tasks and manage multiple assignments effectively, with mínimal direction and supervision
  • Ability to identify problems in a structured and analytical way and propose adequate and proportionate solutions
  • Excellent oral and written communication skills
  • Must be a team player and have consensusbuilding skills
  • Must be oriented to continuous improvement and ready to challenge the existing practices and processes
