Job Description:

CORPORATE RESPONSIBILITIES:

  • Participates in Corporatewide initiatives and cross functional teams.
  • Identifies new, emerging opportunities for client service enhancements and/or operational efficiency improvements.
  • Liaises with Corporate Communications to ensure timely development of the Corporate website, and makes recommendations for web site and content management system enhancements.
  • Collaborates with the Corporate Information Technology management team to develop, implement, and maintain a technology recovery plan based on corporate requirements and within approved budgetary guidelines.
  • Collaborates as a member of the IT Architecture Team to define and develop standards, lifecycles and roadmaps for sustainability of the City's IT environment, and ensures various industry standards and privacy legislation are met.
  • Acts as a Business Relationship Manager for assigned Corporate Departments, maintaining a partnering relationship with the senior management team within the department on behalf of the Corporate Information Technology Division.

DIVISIONAL RESPONSIBILITIES:

  • Participates as a member of the Corporate Information Technology Management Team in the development of strategic initiatives for the Division consistent with the overall City Strategic Plan, the Corporate Digital Strategy, Corporate Services & Long Term Care strategic initiatives, projects and priorities.
  • Develops and implements work plans and schedules, and takes appropriate action to ensure Section, Division and Department objectives are achieved.
  • Participates as a member of the Corporate Information Technology Management Team in the development of Division budgets and long term financial planning.
  • Prepares reports, business cases, and customer surveys and studies, and provides recommendations relating to the implementation of new and existing information systems technology services.
  • Maintains effective and cooperative liaison with clients, staff, vendors, suppliers, service providers, other organizations, and maintains a high standard of public relations at all times.
  • Acts for and/or represents the Director, as required.

SECTIONAL RESPONSIBILITIES:

  • Manages the Business & Enterprise Applications Section and ensures the service delivery of enterprise resource planning (ERP) support, web and esolutions, geographical information systems (GIS), custom solutions, and client project development.
  • Assesses Section staffing needs, and makes recommendations on complement amendments and organizational structure; participates in recruitment processes, and makes effective hiring decisions.
  • Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination decisions.
  • Prepares and monitors annual capital and operating budget for the Section, taking corrective action to ensure budget compliance when required.
  • Ensures accurate Section records are maintained in accordance with corporate policies.
  • Performs such other related duties as may be assigned.

STATUTORY & LEGISLATIVE RESPONSIBILITIES:

  • Ensures compliance with related legislation and applicable regulations.

QUALIFICATIONS:

Education/Experience:

  • Three to five years' supervisory experience, preferably in a unionized environment

Skills/Abilities:

  • Superior ability to communicate effectively and concisely, both orally and in writing
  • Ability to establish and maintain effective relationships with Administration, Union executives, superiors, coworkers, employees and the general public
