Main Purpose and Function


The Superintendent I will lead and oversee all Return-To-Work programs for Sewers and Water Operations, including graduated return to work, stay-at-work, modified duties, work place accommodation, attendance management and managing a team of employees with modified work assignments.


The Superintendent I will lead a group of employees on modified duties and their responsible for all aspects of their stay at work, early return to work, and work place accommodation and attendance management.

This position will be responsible for optimizing efficiency, managing budgets, presenting metrics, developing process improvements, ensuring that the needs of internal and external customers are met, and creating purpose and direction for the team.

The position ensures every team member understands branch goals and objectives and enables the team to achieve them by providing guidance, feedback and training.

The Superintendent I manages the team ensuring they adhere to all regulatory obligations, safety procedures and branch policies.


The position reports to the Superintendent II; assigns employees that require modified duties to crews where they can work within their restrictions and limitations and perform the work required.

The role will communicate and collaborate with a range of staff within the branch, other branches, departments, and members of the public and businesses.


Specific Duties and Responsibilities

  • Reviews and develops annual plans, work priorities, schedules, and crew allocations to ensure resources and equipment are efficiently and effectively allocated and work outcomes are optimized
  • Ensures operational area activities are aligned to branch, Engineering and City strategic objectives
  • Monitors budgets and maintains cost controls by assessing and investigating variances, obtaining quotes and authorizing invoices
  • Provides input with planning, reviewing and adhering to Operating and Capital Budget parameters depending on work area
  • Understands established branch metrics and assists in developing new metrics, as required, that can be used to manage and control business operations
  • Develops, maintains and monitors service levels and resourcing plans for area(s) of responsibility
Supervision/Leadership/Engagement

  • Models the behaviour expected of staff in work area; including collaboration, teamwork and respectful workplace behaviors
  • Addresses employee and labour relations issues in a timely, fair and consistent manner
  • Supports and adheres to the Attendance Management, Stay-AtWork and Return-ToWork programs
  • Manages the performance development process for direct reports
  • Employs coaching, corrective action and discipline to deal with issues and nonperformance; and escalates issues appropriately to the Superintendent II and Branch Manager
  • Participates in the recruitment and selection process for new hires
  • Ensures appropriate onboarding and training of new employees
  • Identifies team development and training gaps and assists in developing and implementing training plans
Safety

  • Ensures that all work is being performed in a safe manner at all times and adheres to Branch Safe Work Procedures and Organizational Health & Safety regulations
  • Participates in Branch Safety Committee Meetings, Branch Safety Audits and Branch Safety Inspections
  • Works collaboratively with Driver Services to ensure driver training and safety programs are in place
  • Performs accident investigations
Branch Specific

  • Works closely, and may act as a single point of contact, with HR Case Managers, Attendance Advisors and other stakeholders to address complex and confidential gradual return to work (GRTW) plans to reintegrate staff to regular duties.
  • Works with Branch Managers, Supervisors, and Unions to transition employees back to their regular crew.
  • Develops and maintains partnerships with other branches in the department to identify meaningful work for staff. Oversees the administration of the Attendance Management Program
  • Manages the confidential and confidential information of GRTW employees and plans
  • Updates and provides recommendations to improve disability management processe
