The Manager Service Delivery, Provincial Cyber Security Program provides thought and execution leadership for developing their program and services in alignment with Ontario Health's (OH) strategic direction, as well as creating and managing long term goals for the program.

The Manager Service Delivery leads a team of cyber security experts in the planning, development, and service delivery of cyber security capabilities, in support of the Provincial Cyber Security Program.


  • The Manager Service Delivery engages broadly with a variety of senior stakeholders, both within Ontario Health and across the health sector. Using expert communication skills, the Manager Service Delivery communicates effectively across multiple portfolios and OH Regions, and externally with key OH stakeholders, including Ministry, Health Service Providers, and clients serviced by the program. The Manager Service Delivery forms strong collaborative working relationships to effectively influence and deliver expected outcomes.
  • The Manager Service Delivery leads the achievement of the following program objectives, in alignment with OH values and the Digital Excellence in Health (DxH) operating model:
  • Digital Excellence in Health, regional staff, OHTs, and other Ontario Health partners feel well equipped, informed, and supported to operationalize the Provincial Cyber Security Operating Model, enhancing the information security posture and safeguarding information assets across the provincial health sector.
  • Program stakeholders feel engaged, valued, informed and that their needs are being recognized and addressed in provincial cyber security architecture, strategies and Health Security Operations Centre (HSOC) service provisioning.
  • Program stakeholders understand and support Ministry, DxH, OH Regional, OHT and provincial cyber security plans, processes and services.
  • Program stakeholders understand and support the function of digital assets and services; and the value proposition of digital offerings in enabling care and supporting business needs.
  • Employees understand how their work contributes to Ontario Health's broader organizational objectives
  • Program stakeholders feel engaged, valued, informed and that their needs are being recognized and addressed.

Here is what you will be doing:

  • Provides leadership and proactive direction for the continuous evolution of cyber security strategy and capabilities, in alignment with the ever-changing provincial health sector cyber security threat and risk landscape.
  • Leading a team of cyber security experts in the architecture, design and operational support of critical cyber security capabilities, strategies and Health Security Operations Centre (HSOC) services, supporting the continued execution and evolution of the Provincial Cyber Security Operation Model (CSOM).
  • Developing and leading a Provincial Information Security Governance, Risk and Compliance Framework with associated policies and standards, consistent with provincial cyber security directions and Ontario Health's commitment to protect provincial digital health assets.
  • Guiding and influencing program stakeholders to align cyber security service delivery with Ontario Health's vision of managing cyber security risk across the Ontario Health Sector
  • Developing indepth knowledge and understanding of health sector needs and objectives to effectively implement cyber security as an enabler for business outcomes.
  • Leading and facilitating interaction between government, HSPs, OH Regions and OH leadership in businessdriven cyber security risk discussions.
  • Leading program and execution activities in accordance with the mission, vision, and goals of Ontario Health.
  • Developing the program and services to support the strategic direction of the stakeholders.
  • Creating and managing longterm goals and supporting objectives for the program.
  • Developing and maintaining a strategy, budget, and operating plan for the program in consultation with OH enterprise supports. e.g., Finance, Human Resources, Procurement
  • Developing an evaluation method to assess program strengths and identify areas for improvement. Includes the crafting of metrics and indicators.
  • Writing program funding proposals to support uninterrupted delivery of services.
  • Ensuring goals are met in key areas including customer satisfaction, safety, quality, and performance.
  • Implementing and managing changes and interventions to ensure project goals are achieved within supporting projects and workstreams.
  • Producing communication plans and meeting with stakeholders to make communication meaningful and transparent regarding project issues and decisions on program services.
  • Producing accurate and timely reporting of program status.
