Business Analyst - CAD & NICHE Development Unit

The CAD & NICHE Development Unit of the Edmonton Police Service requires three (3) Business Analysts who are self-motivated and organized individuals with exceptional technical, business analysis and interpersonal skills to perform comprehensive systems planning and feasibility assessments in assisting management to develop and implement technical strategies to address business needs.


  • Elicit, validate, and document business requirements for enhancement requests to the Computer Aided Dispatch (CAD) and the Records Management Systems (NicheUA) and other systems in use by the Edmonton Police Service through a variety of techniques and methods as defined in the Business Analysis Body of Knowledge (BABOK).
  • Organize and facilitate meetings/focus groups and training sessions with business unit "endusers".
  • Author, review and assist in the creation of deliverables such as business requirements, conceptual prototyped designs, process models (swimlane), functional specifications, detailed designs, and enduser documentation.
  • Prepare preproject documentation such as business cases, request for proposal (RFP), Request for Decisions (RFDs), vision/scope, technology project requests, briefing notes, business analysis plans, etc.
  • Participate in and lead the development, documentation, execution, and implementation of all software testing phases.
  • Ensure stakeholders are engaged in the development of project objectives and deliverables including strategies associated with user acceptance testing, communications, training, and implementation.
  • Continually manage project expectations with team members and other stakeholders.
  • Prioritize work based on business need and management direction.
  • Work with technical, business and project management resources to develop time and resource estimates.
  • Aid in the development of training material.
  • Performing related duties as required.

  • Comprehensive advanced working knowledge of Microsoft Office with the ability to create macro formulas and menu commands using Visual Basic Editor and macro recorder is required.
  • Previous knowledge of Niche RMS would be an asset.
  • Excellent organizational, interpersonal, verbal and written skills with a strong focus on customer service.
  • Ability to excel in a team environment.
  • Experience working in a policing organization, particularly in enterprise level project planning is a significant asset.
  • Professional Designation in Business Analysis (CCBA, CBAP, PMI-PBA) from the IIBA or PMI is an asset
  • Training in IT strategy design from a postsecondary institution is an asset
  • Applicants may be required to undergo a short knowledge or skills assessment test.
  • As part of your prehire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Salary Range:21B, Salary Grade: 034, $ $ Hourly), $3, $4,641.10(Bi-Weekly), $94, $121, Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
