As the ideal candidate for the role of Conservation Officer & Trails Team Lead, you will be in charge of overseeing the Regional and Community Parks regulatory and compliance programs. Your tasks will involve emergency response coordination, managing wildlife-human conflicts, ensuring public safety, maintaining parks and trails, and safeguarding the natural and cultural resources of our parks.

You will:

  • Ensure Park visitor safety by implementing the Regional and Community Parks compliance programs through patrolling parks using various means like foot, motorized and non-motorized vehicles, watercraft, bicycle, or other suitable methods.
  • Offer public education and persuasion strategies to encourage voluntary compliance.
  • Provide guidance on the interpretation and implementation of the Regional and Community Parks Regulatory Bylaws.
  • Work together with other regulatory agencies and local government bodies to ensure compliance with all relevant regulations and laws on RDCO parkland.
  • Collaborate with user groups, volunteers, park ambassadors, and community organizations to tackle park-related issues specific to RDCO park regulations, public safety, and security.
  • Conduct investigations into park encroachments and trespassing.
  • Investigate and respond to public complaints and incidents.
  • Address recurring offenses and escalated issues highlighted by other Parks staff concerning conflict, enforcement, and infraction situations in RDCO parks.
  • Maintain records of investigations and statistics related to enforcement, education, and compliance.
  • Assist in preparing cases for trial and court prosecution on behalf of the RDCO, as well as testifying for the RDCO in legal proceedings and consulting with legal advisors.
  • Coordinate traffic and crowd control in RDCO Parks when necessary.
  • Participate in the development, coordination, and execution of Regional Parks Emergency Response and Evacuation Plans and the delivery of the Regional Parks Wildlife Human Conflict Prevention Plan.
  • Carry out routine park operations and maintenance duties, such as garbage removal and cleaning washrooms, facilities, and infrastructure.
  • Conduct safety and facility condition inspections at parks on a regular basis, including hazard tree inspections, trails assessments, and risk evaluations.

We are seeking a candidate with a minimum of one year of experience in Parks or a similar public sector environment, where enforcement of bylaws and regulations, training construction, and leading small teams were part of their duties. Ideally, you hold a Diploma in parks or environmental conservation resource management. You should have completed training courses such as Bylaws Compliance, Enforcement & Investigation Skills 1, Wildlife Danger Tree Assessor Certification - Parks and Recreation Module, and Chain Saw Operation Certification. Additionally, possessing a valid Pleasure Craft Operator Card (PCOC) and a valid BC class 5 driver's license is essential. You must have a good understanding of WorkSafe BC regulations and safe work practices, strong interpersonal skills, tactfulness, diplomacy, and the ability to handle and de-escalate conflicts effectively.

This position, as part of CUPE 338, demands a commitment to a flexible work schedule and is a full-time role with 40 hours per week. Work shifts will fall on either Sunday to Thursday or Tuesday to Saturday. The pay rate for this position is $36.38 per hour.
