Role:


Reporting to the Manager, Process Development & Integration of Program Management & Integration (PM&I), the System & Process Analyst provides leadership and coordination over division stakeholder engagement to ensure Infrastructure's capital projects continuously meet current and future needs.


The incumbent actively engages internal and external stakeholders and obtains input on issues related to Capital Projects and defines the changes to be implemented.

The position also conducts research, performs analysis, and provides reports and resulting recommendations to the Director, PM&I, Executive Directors and Assistant Deputy Minister's Office on division wide project opportunities and issues.

The position supports all capital branches (Learning Facilities Branch, Health Facilities Branch, and Government Facilities Branch) with analysis and evaluations of existing or proposed systems and practices related to the delivery of capital projects.


The main duties of the System & Process Analyst are (but not limited to):

  • Lead, develop and implement systems to ensure the collection and reporting information is relevant and meaningful to all stakeholders.
  • Engage and collaborate with internal and external stakeholders to ensure Infrastructure's capital projects continuously meet current and future requirements.
  • Ensure Capital Projects Delivery Division (CPDD) is supported in achieving its mandate, goals and objectives.
  • Provides reports and analyses for the CPDD project delivery portfolio (e.g. milestone, time, scope, budget, performance) to executive / management.
  • Functions in a complex and continually evolving working environment.

Qualifications:

Required:

  • University graduation in Business or a related field, plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Requirements:

  • Sound knowledge in financial and administrative requirements.
  • Division mandate, structure, initiatives, operational plans, program components, business and budget requirements, and reporting relationships.
  • Human resource administration, including best practices, policies, initiatives, reporting, collective agreement, etc.
  • Clients and stakeholders impacted by the Division mandate and operations, including issues and challenges faced by relevant organizations.
  • Effectively present financial analyses, options, conclusions, and recommendations and interpret budget, financial, and accountability policies and requirements to senior Division representatives.
  • Anticipate requirements and plan, prioritize, and manage multiple responsibilities and projects under tight deadlines.
  • Demonstrate initiative, sound judgement and creativity.

  • Knowledge of Government and Ministry policies, procedures, systems, and practices relating to budgeting and financial planning, management and reporting.
  • Knowledge of Government accounting rules.
  • Experienced in working at political environment within which the Ministry operates and government financial decisionmaking processes.
