DETAILED JOB DESCRIPTION
Reporting to the General Counsel-Director Legal Affairs, you will be the expert legal counsel for the NCC's complex real property matters in Ontario. You will provide strategic legal advice to the Vice President, the Executive Management Committee as well as the Board of Directors on matters related to real estate law in Ontario and other Common Law matters.


• You will be responsible for all real property transaction files involving NCC properties in Ontario, including complex, high dollar-value transactions involving private sector entities or government authorities.

• You will provide expert legal advice to senior management and other NCC staff during the negotiations of complex real estate agreements and upon request, participate in the negotiations, prepare or review legal documents, including contracts, agreements, memoranda of understanding and complex real estate transfer agreements of high-dollar value.

• You will provide timely strategic advice and counsel on legal implications and requirements as well as the legal risks and appropriate mitigations for a range of policy, program and operational matters.

ESSENTIAL QUALIFICATIONS:
EDUCATION: A University law degree (J.D., LL.B., LL.L)

LICENCE: Member in good standing of the Law Society of Ontario or License to practice law in the province of Ontario.

EXPERIENCE
A minimum of eight (8) years of experience practicing law and extensive experience in the following areas;

• Holding progressively significant responsibilities in management.

• Dealing independently on complex real property matters and transactions and other common law legal issues.

• Providing strategic legal or policy advice on complex issues to executive management.

• Preparing briefing materials and providing advice to senior executives.

• Establishing cooperative working relationships with internal and external stakeholders at the executive level.

• Experience coaching or mentoring junior counsel.

KNOWLEDGE

• Knowledge of public law.

• Knowledge of relevant acts, legal practices, processes and their application.

• Knowledge of legislation and regulations governing acquisition, use and disposal of real property in Ontario.

ABILITIES

• To consult with, advise and deliver presentations/briefings to senior management and colleagues.

• To collaborate with internal and external parties to determine issues, identify solutions, make recommendations and implement the approved response.

• To work effectively within a team environment as well as individually and meet tight deadlines despite continually changing priorities.

• To communicate effectively orally and in writing in both official languages.

• To negotiate, build consensus and resolve conflict.

• Knowledge of the Financial Administration Act and the Federal Real Property Regulations.

CONDITIONS OF EMPLOYMENT

• Possess or eligible to obtain secret security clearance.

• Bilingual imperative BBB.

• The National Capital Commission offer a hybrid and flexible work environment, all employees are currently asked to work on-site at least two (2) days per week.
