Job Summary/Basic Function

  • The Community Safety Services Manager leads a dynamic team in the development and implementation of crime reduction and crime prevention strategies within the City of Kelowna. This position provides leadership in convening governmental / nongovernmental executive and staff in the development and delivery of comprehensive strategies / projects / programs to address community safety issues. The position provides advice to the City's Community Safety Director as well as RCMP Senior Management Team (SMT) regarding response options to emerging crime trends based on best practices. The position is central to managing often highprofile, dynamic and complex community and stakeholder issues and is involved with policy development and alignment with other City strategies for a healthy community.

Duties

1.

Provide leadership, support and oversight in the development and delivery of crime prevention / reduction and community safety strategies, programs and projects.

  • Convene and engage governmental / nongovernmental stakeholders, and the general public, to design and deliver comprehensive, multiyear strategies, programs and projects that have a measurable impact.
  • Conduct research (i.e., biannual Community Safety Survey) and analysis to understand local community safety issues and identify evidencebased responses.
  • Ensure programs and services are congruent with City and RCMP priorities while meeting community needs.
  • Ensure data, analytics and best practices are employed in the assessment of problems, as well as the design and implementations of responses.

2. Promote and advance the development and delivery of processes, programs and services that increase opportunities for community engagement and increase sense of safety among residents.

  • Investigate and respond to complex community safety concerns through the facilitation of stakeholder / public engagement town hall meetings and coordination of relevant City resources to inform and empower the residential or business community to share ownership in resolving issues.
  • Collaborate with other City departments and external agencies / stakeholders on the development and delivery of initiatives that enhance sense of safety at the neighbourhood level. Convene and chair multistakeholder committees (i.e., KOaST Table) toward multidisplinary and / or systemic, collaborative approaches to address problems.
  • Provide oversight of the Graffitti Eradication and Prevention program, as well as needle and shopping cart remediation activities.

Enhance Public Communication and Awareness:

  • Lead the development of education and communication content related to emerging community safety and social disorder issues.
  • Monitor all Branch actions taken to address issues impacting sense of public safety.
  • Promotes awareness and a culture of inclusiveness relating to social issues in the community.

Manage budget:

Manage human resources:

Direct Reports: 6 full-time;

  • Recruit, hire, develop, lead, inspire, assess, discipline and recognize employees; and
  • Provide strategic direction on activities that reduce crime rates

Qualifications

Knowledge:

  • This position requires a combination of experience in a community/public safety environment (5+ years), supervisory experience (2+ years), community development and an undergraduate degree in a relevant field (i.e., criminal justice, sociology, business management); equivalencies will be considered. Practical knowledge federal, provincial and municipal statutes and strategies as they relate to policing, community safety / crime prevention, is an asset.

Skills & Abilities:

  • Superior written and verbal communication skills, well developed research, analytical and problemsolving skills, community engagement and stakeholder relations, issues management, public speaking / presentation and media relations experience, excellent consultation, negotiation and interpersonal skills. Conflict resolution, leadership, innovative and strategic thinking, political acumen and sound computer skills are essential. Must be able to obtain and maintain an RCMP Security Clearance.
