We are currently looking for a
Manager, Construction to join our ECEI team in a Term position with an expected end date of December 2027.

Reporting to the Project Director, you will provide direct construction discipline support to the Project Managers who are responsible for the four work programs including batteries, wind, transmission upgrades, and coal to gas conversion.


As Manager, Construction you will:

  • Provide direct oversight of the onsite construction activities of contractors to achieve the successful execution of the project while ensuring that NS Power's standards of safety, environment, diversity and inclusion, drug and alcohol, quality execution of construction specifications, and management of schedule and cost are met.
  • Review the Request for Proposal (RFP) submissions of contractor's proposals and complete scoring against predefined criteria for selected contracting and procurement initiatives.
  • Lead the company representatives on various site locations to administer the construction and ancillary contracts. This includes the review of Contractor's request for changes and recommendations to the Project Manager regarding the necessity, effect, cost, and scheduling implications of said requests for changes in line with the contract terms and the projects change management processes.
  • Review and validate contractor construction performance including construction scope, quality, deliverables, risk, budget, and schedule.
  • Identify opportunities for improvement, innovation and mitigation of risk including emergent challenges that may prevent the achievement of construction tasks or deliverables.
  • Manage construction planning, ensure construction readiness, and be accountable for the execution of the Project and support Project Managers on closeout.
  • Monitor construction progress, performance, and ensure deviations are highlighted when trends become apparent while ensuring that corrective actions are developed when the Contractor deviates from schedule. Identify the potential for variation orders and the basis for any budget impacts.
  • Review and approve the Construction Contractor's milestone deliverables for payment processing.
  • Coordinate quality inspections in the field to ensure specifications, operating procedures, and Contractor QC plans are adhered to as well as requirements of the contractors Quality Management Plan and the Inspection Test Plan.
  • Address construction nonconformance issues through use of nonconformance reporting.
  • Provide expertise and management of internal and thirdparty resources for the resolution of concerns that may arise during construction, equipment installation, etc.
  • Participate in the ongoing constructability input of the project design.
  • Coordinate onsite training programs related to site specific requirements in conjunction with the Project Manager.
  • Ensure compliance with all regulations along with NS Powers/Provincial/Municipal codes.
  • Coordinate with Operations staff to ensure work is carried out with mínimal impact to operations and any isolations are performed to the approved LOTO procedures.
  • Ensure design deviations are properly approved and drawings/documentation are red lined and sent to the responsible contractor or Project Engineer (as per contract scope delineation) for project asbuilt updates.
  • Provide leadership, planning and guidance to construction management team (including coordination with environment, quality, safety/security and inspection functions of ECEI) including managing daily meetings, and the approval of time and expense items etc.
