The Opportunity


Reporting directly to the Chief Administrative Officer, this role is responsible for providing leadership and direction to drive the alignment of People Services programs and services to meet corporate objectives and deliverables.

This position leads a broad portfolio and serves as a strategic business partner on the Senior Leadership Team.

The Chief Human Resources Officer (CHRO) is responsible for initiating, developing, implementing, and managing human resources (HR) and payroll activities within the organization.

Providing senior advice and consultation to Council and management on HR related issues and leading the People Services team.

The CHRO leads a team of professionals that provide service and expertise to the Town in delivering HR best practices.


The role provides oversight in areas such as:

recruitment and retention, talent management, compensation, benefits, payroll, health & safety, employee wellness, HRIS, employee/labour relations, performance management and organizational development.

The CHRO actively engages Senior Leadership Team, Council, employees, and other stakeholders in the achievement of its people goals through collaboration, relationship building and by providing best HR practices in support of customer service excellence.

As the Chief Human Resources Officer, you will perform the following duties, including but not limited to:

  • Leading key People Services projects
  • i.e. Compensation Review, Implementing new policies and procedures, employee wellness and engagement, HRIS/Time Attendance, and other related projects. Responsibility to ensure integrity, confidentiality, and health & safety/wellness to adhere and enhance corporate culture in the organization.
  • Create a strategic partnership with Senior Leadership that will create the workplace environment to be an employer of choice.
  • Develop short and longterm plans to ensure succession planning for current organization management and critical positions and longterm staffing plans to deliver corporate strategies that support the Strategic Plan.
  • Monitor and report to the CAO and Senior Leadership on the effectiveness of policies and programs. Reports annually on workforce demographics, workforce issues, performance management and training programs.
  • Oversee strategies for employee engagement to deal with emerging workplace issues and create an environment of employee participation.
  • Oversee the complaint and investigation procedures and policies under the Employee Code of Conduct
  • Able to present policies and reports to Senior Management and Council.
  • People Services Budgeting & Financial Management, including monthly variances, report, annual budget planning and approval of purchases
