Duties

1. Develops, implements and manages aviation safety oversight plans (including assessments, validations, audits and inspections) for individuals, enterprises, organizations and Minister's delegates.
2. Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CAR's), and manages the oversight of Ministerial delegation to others.
3. Manages the research, identification, assessment and documentation of risks to safety, and recommends and implements potential risk management solutions and approaches.
4. As a subject matter expert in flight operations, airspace and aerodromes, communicates with individuals, including Accountable Executives, senior managers and representatives of enterprises and other organizations on all aspects of the Civil Aviation safety oversight program.
5. Identifies cross-functional issues of interest to other internal and external stakeholders and engages subject matter experts from a variety of areas regionally, nationally and internationally to deliver the Civil Aviation oversight program.
6. Oversees the horizontal integration of the Civil Aviation safety oversight program, managed holistically through multi-disciplinary teams within a matrix management model.
7. Influences, integrates and promotes governmental, departmental and Civil Aviation key priorities, commitments and initiatives across technical specialties.
8. Manages and directly supervises assigned human, financial and material resources, as well as Occupational Safety and Health (OSH) and administrative requirements; as required, leads / participates in multidisciplinary teams; and participates as a member of the Regional Operations Division Management Team.
9. Maintains pilot qualifications for operational duties; and maintains Professional Aviation Currency by flying Transport Canada and industry aircraft and/or through simulator programs.

Successful completion of a secondary school diploma secondary school education, or an acceptable combination of education, training, and/or experience.

OCCUPATIONAL CERTIFICATION:

• Possession of a valid Category 1 Aviation Medical;

• Possession of a Canadian Airline Transport Pilot Licence - Aeroplane Category with a Group 1 Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence; and

• Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

OR

• Possession of a valid Category 1 Aviation Medical;

• Possession of a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence; and

• Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical).

EXPERIENCE:
Experience in managing or supervising a team or workforce.
Significant* experience in Civil Aviation inspection and/or oversight activities.
Significant* experience is defined as the breadth and depth of experience normally acquired over a period of one year.

MINIMUM FLIGHT TIME:
Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes;

OR

Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in medium or heavy category helicopters.

Degree or diploma from a recognized post-secondary institution.
Degree or diploma in Aviation Management.

Experience in Aerodromes and related inspection activities.
Experience in monitoring or inspection of safety programs.

Experience in dealing with operational issues and managing a complex and/or decentralized organization.
Experience dealing with sensitive issues and providing strategic advice and recommendations to senior management.
Experience in consulting, negotiating and establishing partnerships.
Experience applying risk management concepts and principles.
