SUMMARY OF THE POSITION
Person who is responsible for one or more programs or projects to provide professional assistance, for the development of services, for neurodivergent individuals and their respective families. She/he conducts the research activities needed to identify and assess resources and needs in the development of services; in particular, advising, monitoring or supporting various actors in one or more programs or projects. She/he designs and proposes development plans and programs to ensure adequate planning of services. She/he provides advice regarding the implementation or improvement of programs and/or services. She/he may participate in various teaching and training activities.

SPECIFIC FUNCTIONS
Under the guidance of the Director Mental Health and Special Needs, and in close collaboration with community and internal partners, the incumbent has the responsibility to support the development and implementation of the proposed Special Needs and Mental Health facilities; The incumbent researches/advises the director about best practices in the enhancement of Respite Care Services, for individuals and families struggling with Special Needs in the territory. The incumbent supports the development and implementation of clinical tools, policies, procedures and training, for all facilities staff and of internal partners as deemed necessary. She/he provides support of all activities related to developing, deploying and sustaining the Mental Health and Special Needs facilities; along with, ensuring/enhancing access to Respite Care services, for Special Needs individuals and their impacted families within Eeyou/Eenou Istchee. The successful incumbent demonstrates a commitment to utilizing a strengths-based perspective in all research and analytic processes.

Other responsibilities include, but not limited to:

  • The successful incumbent applies leading practices and recognized techniques related to collection, analysis, and reporting, for the Special Needs and Mental Health programs to ensure the quality of services;
  • Collaborates in the development, implementation and improvement of related policies and procedures;
  • Collaborates in the development, implementation and improvement of related tools;
  • Supports development of quarterly progress reports, for presentation to the Board of Directors;
  • Sets up a review process of the Program Manual, program policies and services to obtain Knowledge Keeper guidance and direction;
  • Lead in the contextualization of Eeyou/Eenou values, beliefs and practices of the Special Needs and Mental Health Programs and Services;
  • Ensure accreditation guidelines are included and adapted in the context of Eeyou/Eenou values, beliefs and practices of the Program and Service Manual, for the proposed facilities and respite programming;
  • Ensure Eeyou/Eenou values, beliefs, and practices of Cultural Safety competencies & practices are embedded in all the programming and services of the proposed facilities and program development requirements;
  • Lead the research of best practices, equitable measures implementation in admissions standards, and development of program policies;
  • Support in the Identification and listing of individual and groups Stakeholders;
  • Support in the identification of high-level stakeholder assessment and prioritize;
  • Support in the analysis and production of reports from the Community & Stakeholder engagement activities;
  • Support in the preparation of communication material that is specific for targeted stakeholders, i.e. referral and intake processes, progress updates on program design;
  • Support the development of the marketing plan, i.e. Special Needs/Mental Health website, social media, quarterly newsletters, etc.;
  • Supports in the designing of orientation, onboarding and training of all future staff;
  • Support the development of Training Plans, such as the Traditional Healing & Helping Methods, Cultural Safety in Mental Health & Special Needs;

REQUIREMENTS
Education: * University degree in administration, human sciences or social sciences, or any other pertinent disciplines;* Master's degree, an asset; * Certification in related field, an asset;* Member of a professional order, an asset.

Experience:

  • Minimum of three (3) years of experience relevant to the responsibilities of the job.

Knowledge and Abilities:

  • Strong analytical, critical thinking, decision-making, planning and organizational skills;
  • Results-oriented, autonomous, flexible, and ability to multi-task;
  • Strong interpersonal skills and able to effectively collaborate with colleagues, team members, team leader and supervisor;
  • Ability to develop and maintain partnerships in various settings;
  • Experience with client advocacy, client partnership and quality committees are an asset;
  • Experience with data analysis, preparation and presentation of data;
  • Experience with statistical and research methodologies is an asset;
  • Familiarity with enterprise administrative and clinical information systems, technologies and databases is an asset;
  • Familiarity with statistical computer applications is an asset;
  • Familiarity with Accreditation Canada quality frameworks, standards, processes, survey techniques, and practices is an asset;
  • Familiarity with quality improvement leading practices is an asset;
  • Experience with First Nations or with cross-cultural work is an asset;
  • Experience in a remote area and land base settings;
  • Expertise and knowledge of Cree culture, communities and social/health issues in Eeyou Istchee;
  • Expertise of Eenou/Eeyou Pimaatsiiun healing practices and paradigms;
  • Excellent communication skills, both written and presentation;
  • Excellent computer skills MS Office (i.e. Word, Excel, Power Point, etc.).

LANGUAGE* Fluent in English;* Fluency in Cree and/or French is an asset.
