We are presently seeking a Director of Maintenance/Person Responsible for Maintenance (PRM) to join our team at our Calgary, Alberta base. Responsible to the Accountable Executive and reporting to the Vice President, the Person Responsible for Maintenance (PRM) is responsible for all maintenance activities of the air carrier and the approved maintenance organization. In this capacity, they will ensure that these activities are accomplished in accordance with the policies and procedures. The PRM is responsible for the overall maintenance operation of the AMO (Air Maintenance Organization) holders' maintenance operations, with direct administrative, functional, technical, and financial responsibility for issues of Maintenance Control, Quality Assurance and Supply Chain.

Job Responsibilities
  • Organizing and directing the operation of the maintenance department.
  • Providing the company with direction and policy with respect to aircraft and the required equipment.
  • Approving and controlling all operational expenses relating to the maintenance of aircraft
  • Being in contact with the regulatory agencies concerning new equipment, subcontracting and other related matters.
  • Providing regular reports to Accountable Executive concerning the technical aspects of the maintenance department.
  • Responsible for the inspection and approval of outside aircraft, component repair, and overhaul facilities.
  • Ensuring that sufficient materials, special tools, and equipment have been made available to accomplish the maintenance function, and timely rectification of defects in regard to minimum equipment provisions and precision tools are calibrated as required.
  • Ensuring that each person charged with the responsibility of aircraft or aeronautical product certification holds an appropriate and valid license and has been issued certifying authority by the Quality Assurance Manager.
  • Oversee the scheduling of maintenance, elementary work, servicing, and airworthiness directives within the time constraints of the maintenance schedule or as indicated on the airworthiness directive.
  • Overseeing other maintenance organizations used to ensure proper procedure is used and aligns with Transport Canada and CMA standards which includes compliance with requirements, employing the necessary personnel to plan, perform, supervise, inspect, and release the work performed.
  • Ensure safety, security, quality and risk management policies and related applications are adequately implemented, monitored and that the airline operates within a safe environment at all times.
  • The PRM has been delegated the authority to act on behalf of, and is responsible to, the Accountable Executive for the development and maintenance of the SMS within CMA's AMO and is responsible for: o Ensuring the AMO's SMS guiding principles are developed and maintained.
  • Providing human and financial resources to maintain the AMO's SMS.
  • Actively promoting safety and quality within the AMO by encouraging employee participation in SMS and ensuring effective communication with maintenance employees.
  • Communicating SMS shortcomings to the applicable managers and to the Accountable Executive.
  • Responsible, either directly or through delegation of this authority to: o Implement policy to prevent the issuance of a maintenance release, in respect to work performed, if the aircraft is non-compliant with the applicable regulations.
  • Upon the discovery of a non-compliance with the applicable regulations, or if the operation could have an adverse effect on the safety, other aircraft, persons, or property, remove aeronautical products, including complete aircraft from operation or, In the case of customer, provide notification to do the same.
  • Tracking and follow up of corrective action to safety related deficiencies in the organization.
  • Ensuring all technical publications information is available to maintenance employees and any contracted maintenance organization personnel for the performance of work.
  • Ensuring all Airworthiness Directives and other mandatory requirements are completed are completed as necessary and verified accomplished.
  • Maintaining an effective liaison with Transport Canada, other government agencies, and industry organizations (e.g. ICAO, IATA, ATA, ATAC).
  • Ensuring the air operator's maintenance control system, the performance of maintenance, and the aeronautical products within the system meet the airworthiness standards and regulations set by civil aviation authorities.
  • Ensuring certificates, delegations and privileges obtained from Transport Canada are maintained and that inherent requirements are met, while respecting any stipulated limitations
  • Liaising with Transport Canada representatives in order to keep the Canadian civil aviation authority abreast of the Company's evolving business activities.
  • Maintaining Transport Canada and other regulatory authority approvals.
  • Technical records system including specifying the records retention period and ensuring compliance with regulations and aircraft lessor requirements.
  • Establishing a qualification standard and authorization system for personnel performing and certifying work on Company aircraft.
  • Ultimate authority for the issue, suspension, and removal of Aircraft Certification Authority issued by the AMO, and Elementary work authorization issued to the AOC.
  • Approving maintenance arrangements with all maintenance providers.
  • Ensuring all aircraft added to the Company fleet conform to the Type Certificate before application for a Certificate of Airworthiness to Transport Canada.
  • Ensuring that all personnel are empowered to act decisively in matters dealing with aircraft safety.
  • Establishing, developing, publishing, and approving, policy, processes, and standards to meet the Maintenance Control Manual and Maintenance Policy Manual requirements of CAR's.
  • Oversee the sourcing and procurement processes which include strategy development and implementation, delivery and monitoring to support the company's business model, strategies, and financial objectives.
  • Providing leadership, coaching, direction, and support to all personnel under his charge.
  • Provide maintenance support to affiliate company aircraft as requested.
  • Proactively promotes safety and quality within the organization and sets example for safety as a leader.
  • Act as a leader and role model for employees in areas of safety, work quality, professionalism.
  • Uphold company policies and procedures professionally at all times.
  • Other duties as assigned by the Accountable Executive (or delegate).
Job Requirements
  • Must have completed a Transport Canada approved program in Aviation Maintenance or have received equivalent training recognized by Transport Canada.
  • Shall have accepted the appointment to the role of Person Responsible for Maintenance and the Person Responsible for the Maintenance Control System for the AMO and the AOC, within three (3) months of the signing of this Offer.
  • Minimum qualifications as per Canadian Aviation Regulations
  • Their personnel record shall not include any convictions under the Aeronautic Act or combination of two or more under the Canadian Aviation Regulations
  • At the time of appointment or during the Person Responsible for Maintenance (PRM)'s tenure, the Person Responsible for Maintenance (PRM) shall not have a record of conviction for an offence under section 7.3 of the Aeronautics Act; nor have two or more offences under any of sections of CARs and or to not arising from a single occurrence.
  • Shall have acquired a minimum of six years' experience in the performance or direct supervision of maintenance activities of the type undertaken by the organization, at least six months of which have been obtained within the preceding two years.
  • Strong organizational, interpersonal, and conflict resolution skills
  • Ability to efficiently use computers, WinAir software and Microsoft Office suite.
