We are seeking your business analysis and leadership abilities to provide program analysis, project management, financial analysis and team leadership for the Facilities and Capital Planning Branch at the Ministry of the Solicitor General.


The Ministry

The Ministry of the Solicitor General is responsible for the safety and security of communities across Ontario through effective policing, correctional services and emergency services programs.

The ministry promotes policing excellence by communicating with and providing advice to the police community, as well as through training, developing professional standards and establishing new programs.

The Ontario Provincial Police provides front-line policing services to more than 400 municipal and First Nations communities.

The ministry is also responsible for maintaining effective and efficient correctional programs that create an environment where offenders are better able to return to the community and make positive contributions to society.

Through the work of the Office of the Chief Coroner, Office of the Fire Marshal, Centre of Forensic Sciences and Emergency Management Ontario, the ministry seeks to minimize or eliminate hazards to people and property.


The Division

The Corporate Services Division provides strategic leadership for the Ministry of the Solicitor General in the areas of: Corporate Evaluation and Analysis; Business Planning; Human Resources; Financial Controllership; Facilities; French Language Services; Freedom of Information and Audit.


The Branch

The Facilities and Capital Planning Branch supports the strategic utilization of the ministry's facilities and capital infrastructure by providing a one-window point of contact between its program areas and external partners to manage one of the largest and most complex accommodation portfolios in the OPS, including Correctional Institutions, Probation & Parole Offices, Forensic Sciences & Coroners facilities, corporate offices, training colleges, OPP Detachments, Forensic Identification Units and Communication Centres.

The branch provides short and long-term financial and strategic planning and controllership through: the development and submission of the ministry's annual Infrastructure Plan and Strategic Accommodation Plan; service/contract management in the areas of property management services and facility leasehold improvements projects; and effective implementation accommodation standards, policies and procedures.

What can I expect to do in this role?:

  • Provide specialist-level expertise and technical leadership to the Branch (e.g. capital planners and project coordinators) both business analysis and process improvement for conducting in-year and multi-year/longer-term asset planning
  • Provide comprehensive asset management information, analysis and infrastructure project financial forecasts/expenditure summaries to senior staff and management
  • Provide policy and program research, analytical and evaluation services regarding the development of asset portfolio, program, and project financial management (e.g. budget, actuals tracking and reporting) standards and policies
  • Lead projects, and provide specialistlevel expertise and technical leadership to project teams
  • Develop and/or lead the preparation of briefing notes, issues notes, house notes, issues management plans and materials
  • Lead the development of stakeholder relationship and change management plans in order to expedite the implementation of business process improvements in asset planning
