Summary EXIM OIG is headed by an Inspector General (IG) who is appointed by the President of the United States.

The Inspector General provides independent and objective reviews of EXIM's programs (i.e., EXIM's program and operations).

The Inspector General is required to keep both the Chairman and Congress fully and currently informed about the problems and deficiencies relating to the administration of EXIM's programs and operations and the necessity for corrective action.

Responsibilities This position is in the Immediate Office (IO) of the Office of Inspector General (OIG) and reports to the Deputy Inspector General (DIG).

The Chief of Staff is a senior leader responsible for providing expert and strategic advice to the IG and DIG in all program areas.

The incumbent acts as a right hand to the DIG and IG, assisting with strategic planning, decision-making, and overall management of key OIG initiatives.

The Chief of Staff operates with a broad scope of responsibilities and the highest degree of independence making sure that operations run smoothly throughout OIG.

The incumbent makes high-level decisions, strategizes processes, and sets policies through devising meaningful plans and generating useful ideas, anticipating problems, and producing innovative solutions.

The major duties of this position include, but are not limited to, the following:

Provides leadership in 1) strategic communications; 2) organizational development; 3) process improvement; and 4) organizational well-being, to include diversity, equity, inclusion, and accessibility (DEIA).

Serves as an advisor, confidant, and truth teller when wide ranging views are needed by the DIG and IG.

Manages the flow of information within, and outside of, OIG, for the IG, DIG and other senior leaders, linking the leadership team and the broader organization.

Manages the IG's and DIG's relationships and networks, including interfacing with senior EXIM, congressional staff, executive-level external and cross-agency committees, and other key stakeholders.

Ensures communications to and from the IG, DIG, and other senior-level managers are well-coordinated, timely, and effective. Connects work streams up, down and across OIG that would otherwise remain siloed.

Guides program offices in the development of messaging for OIG reports and leverages strong writing skills to review and approve reports prepared and issued by such offices in advance of issuance.

Schedules, prepares, and coordinates effective meetings to collaborate with the staff in reaching a consensus, providing oversight in the execution of processes, and keeping the meetings focused.

Counsels and advises OIG senior leaders and employees, providing insight and analysis on OIG's operations. Collaborates with other OIG senior leaders to determine and prioritize business strategies. Determines and prioritizes business strategies in collaboration with the senior leadership team members. Leads strategic and cross-cutting initiatives from ideation to implementation, providing tactical support to implement ideas.

Presents the IG, DIG and other OIG senior leaders with detailed operations analysis for all program areas and evaluating risk factors when making critical business decisions for the OIG.

Determines key performance indicators for delivering, monitoring, and communicating progress toward the OIG's strategic goals and annual work plans. Gathers quantitative and qualitative evidence of process and project success and delivers course corrections in all OIG program areas.

Initiates and leads special projects in the IG community to promote and address integrity, economy and effectiveness issues that transcend individual government agencies and aid in the establishment of a professional, well-trained workforce with skillful oversight and support.

Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIREMENTS:
Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs)

Note:

Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis.

Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs.

However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire.

Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs.

Business Results This core qualification involves the ability to manage human, financial, and information resources strategically in a manner that instills public trust and accomplishes the organization's mission.

Building Coalitions This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.


MANDATORY TECHNICAL QUALIFICATIONS:

This mandatory technical qualification involves senior level experience in leading congressional and/or strategic communications; organizational development; process improvement; and organizational wellbeing, to include diversity, equity, inclusion, and accessibility programs at the agency level.

This mandatory technical qualification involves senior level experience advising leaders and employees on a wide range of complex and difficult issues, including highly sensitive, and, in some cases, controversial problems that affect major operations of OIG.

The incumbent must have demonstrated skill in executive-level advising and interdepartmental/governmental collaboration.

This mandatory technical qualification involves senior level experience working in an OIG to develop messaging for public reports and the ability to leverage strong writing and editing skills to review and approve OIG work product.
