Overview

The position is responsible for managing the Quality aspect of the Surrey Langley SkyTrain Project, including but not limited to managing sub-contractors to perform on-site testing and other quality verification testing.

Key Accountabilities

Monitors and audits the Quality processes arising from the Project Agreement's scope of work, ensuring compliance with requirements. Manages the reporting and rectification of non-conformities, ensuring compliance with the Project Agreement and applicable specifications. Communicates observations, analysis, and recommendations to the Construction Director. Liaises with the Technical and Construction Teams to close out of Non-Conformity Reports and manage Quality issues. Liaises with the Commercial Team on extent, status and background of Quality issues and Non-Compliance Events. Develops, implements, maintains, and ensures the effective operation of the Quality Management System. Liaises with the Quality Director and Quality Managers of the Project's Design-Build contractors, as required. Prepares the Province's Quality Audit Program, including scheduling, coordinating, and overseeing Internal and External Quality Audits of key processes with the Project Team and the Design-Build contractor's personnel (including the Designer). Ensures that all Quality Audits required in the Project Agreement are conducted and findings are reported to Project leadership. Ensures the Design-Build Construction Quality Management Plan is fully implemented to the required degree and prepares monthly reports for Project leadership. Develops processes to track observations, deficiencies, non-compliance, correction of non-compliance, and Corrective Actions as necessary. Ensures that relevant records are maintained and retained in accordance with the Quality Management System. Coordinates and manages on-site Quality Assurance testing with consultants and manages Quality-related consultants, where applicable. Works with Construction Monitors and other Project Team members to identify potential Quality issues, and coordinates with the Design Build's Quality team to record and rectify these issues.

Qualifications

Degree in Engineering and significant related experience working with project teams, managing the Quality aspect of large rapid transit projects. Experience addressing Quality issues to minimize construction impacts and supporting timely project completion. Excellent knowledge of Quality management. Sound judgement, excellent organizational, analytical, problem solving and prioritizing skills to anticipate and assess issues and determine best solution or course of action. Successful completion of security screening will be required as a condition of employment with TI Corp. Ability to ensure correct codes, standards, job specifications, project procedures, federal and provincial regulations are properly identified, correctly specified in detail, and met or exceeded. Supervision of safe storage and verification of all project related documentation, both paper documents and electronic files. Excellent verbal and written communication skills.
