Main Purpose and Function
The goal of the GIS & CADD Services Branch at the City of Vancouver is to empower City staff and citizens to effectively use geospatial information to improve decision making, analysis, city services and overall operations. We are currently implementing a strategic plan to renew the Geographic Information Systems (GIS) and related    applications. Major objectives are to create a robust governance and support model, strengthen and renew the  geospatial technology platform, maintain high quality geospatial data, provide data discovery and access, and develop high value geospatial applications.

This position is responsible for software configuration, security management, server reliability and availability management activities, as well as for coordination with vendors for software and hardware maintenance and upgrades to complex applications of significant business impact and usage. This position will liaise with technical staff on issues involving operating system patch management, database management, business continuity requirements, service level agreements, package deployments, wireless network connectivity and other activities necessary to maintain and enhance business applications.  This position will liaise with business staff across the city departments, as well as with vendors.  Duties also include administrative and technical support for key computer applications and support of business processes. 

Specific Duties/Responsibilities
System Maintenance and Technical Support:       

Provides technical application support for a wide range of internally developed and 3rd party applications and platforms including desktop, network, client server, mobile, web, cloud, externally hosted environmentsConducts system testing, integration testing to resolve systems issues and anomalies and to respond to customer enquiries Conducts regular server software maintenance and patchingConfigures, tests, tracks, installs and manage new releases of, or enhancements to of server-based and workstation-based application systems Conducts ongoing technical audits for IT systems, and tracks and reports any anomalies to the team leadWorks with IT staff, business staff and contractors to maintain and troubleshoot interactions and integration points between various enterprise systems, databases and other technologies Investigates and resolves data integrity concerns
Advanced Technical Support:                          Designs, creates and supports reports for statistics and management needsDesigns and develops automated scripts for interfaces and notificationsWrites SQL scripts to perform data extractions, queries and basic database updatesAnalyzes systems configurations and code to assess functionalityParticipates in the development of architectural framework and designRecommends procedural and technical changes to improve systems functioning or adapt to new requirementsResearches new products, hardware and process changes; evaluates, tests, documents recommendations
System Administration and Configuration:Conducts ongoing application configuration and configuration verification of systemsMonitors database and application server system alerts and logsMonitors and tracks status of operationally critical systemsConducts security and user administrationPrepares and maintains detailed system documentation and technical training materialsImplements and monitors measures to ensure security of credit card informationWork with the cybersecurity team to monitor, acknowledge and remediate application and server related security vulnerabilities, incidents, service requests, and unplanned outages
Backup and Support:                                      Provides support and training to IT staff  and to business clients Acts as the technical liaison with vendors and business partners Provides coverage for other IT team member duties as required
Project Management Duties:                             Leads application systems components of larger projects to implement new products and process changes includingAssignments and tracking of tasks assigned to other IT staff and client staffDetermines standards and procedures applicable for tasksDocuments tasks and provides updates to project managerPlans implementation of tasksCoordinates activities between other IT teams 
Minimum Position Requirements
Education and Experience:Completion of a two-year diploma in Information Systems or Technology or an equivalent combination of education, training and experience is requiredRecommended Microsoft Certified Professional – Enterprise Administrator or equivalentMinimum of 5 years of experience in IT technical roleMinimum of 2 years of experience in configuration and administration of client/server, commercial of the shelf systems, and web based business applicationsSome programming and analysis experience is highly desirableExperience in customer service delivery and client communications related to application and security administration 
Knowledge, Skills and Abilities:Deep knowledge of the GIS application servers specific areas assigned to the position and wide knowledge of the following applications systems are desirable: GIS, CADD, ESRI ArcGIS Enterprise, AGOL and ArcGIS Pro, ESRI’s geodatabase and Industry Model, FME, Autodesk Map 3D, Autodesk industry model (Topobase), and Google Maps Platform City’s VanMap system, and its integration with other enterprise systems: Tempest, Infor/Hansen, Lagan, SAP, AMANDA, Open Data, and POSSExperience in Windows server management, IIS configuration, Scripting (Windows PowerShell & Python), and ArcGIS API for PythonKnowledge of desktop PCs and their configuration, software configuration and packaging, and knowledge with peripherals such as Point of sale (POS) devices, scanners, printers and related equipmentKnowledge of relational databases – Oracle, MS SQL, Oracle Spatial, SQL Server SpatialExperience using ASP.NET deployment techniques, Web API, and MVC, and Web ServicesExperience in JavaScript, JQuery, and frontend frameworks such as Angular JS, Backbone, and Knockout JSUnderstanding of computer security concepts including identity & access management, network security and protocols, application security, and incident managementConsiderable knowledge of MS Office productivity tools, and Power Platform as asset Experience in a hybrid (on premise and cloud) infrastructure and platform environment leveraging cloud services such as MS Azure, Amazon Web ServicesDemonstrated problem solving skills to investigate application system problems, formulate solutions, and seek assistance when requiredAbility to configure, test, and install new releases or enhancements to application systemsAbility to make decisions and act quickly in an emergency situation, if requiredAbility to give advice, guidance, assistance or training staff in both manual and computerized system procedures Ability to identify opportunities for process improvementAbility to develop, implement, and manage effective procedures related to the work, and to manage priorities and exercise independent judgmentSuperior customer service skills, strong oral and written communications skills, and the ability to establish and maintain effective working relationships with vendors, technical specialists, and staffSuperior time management, organizational and interpretive skills, along with accuracy when performing detailed workAbility to work independently, and as part of a teamGood attendance is of operational importanceAbility to accommodate occasional variances in hours of work that may be required to ensure proper support coverage as per operational requirements.  Operations are 7:30 am – 6:00 pm Monday to FridayAbility to work after business hours, including weekends, to install application upgrades/releasesWillingness to work on-call to address emergency situations or to work standby to provide extended support hours, including weekendsAbility to handle multiple talks, deadline pressures, manage priorities,  exercise independent judgement, and work in an organized mannerMay be involved in sensitive, confidential or controversial problems and issues related to city staff
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite.  At this time this position is eligible to be part of the Flexible Work Program.
