The Ministry of Transportation is seeking an enthusiastic, results-oriented leader to direct staff involved in the delivery of the region's highway construction program.

ABOUT US:
The Construction Management Office oversees and supports the delivery of the construction program of our provincial transportation network, while partnering with our Design and Engineering Branch to deliver consistent, specified approaches when constructing and maintaining highway assets. Supported by other branches, the Construction Management Office:
• Manages and delivers a very large annual construction program and supports both Design and Engineering Branch as well as our Operations Division in delivering these services;
• Manages and deliver services that promote consistency and improved transportation user experience; and,
• Maintains relationships with other divisions that are critical to the successful development of regional plans and the delivery of infrastructure.

• the successful candidate will headquartered in Toronto (Downsview), with flexibility to work from other Central regional offices based on availability.

Your leadership will be crucial in guiding the team towards the achievement of its business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry.

You will contribute to the achievement of team goals by:

• Providing expertise on contract matters and ensure consistent management of contracts.
• Providing advice and support on a range of managerial, technical, and contractual matters related to construction contracts.
• Handling complex issues related to contract administration, interpretation, performance and disputes.
• Undertaking special assignments or studies involving such issues as service delivery methods and related staffing and organization.
• Reviewing contract standards.
• Implementing new technologies related to construction.

How do I qualify?Mandatory• You are a current member of the Professional Engineers of Ontario (PEO).

Leadership Skills:• Proven leadership and managerial skills to effectively supervise and develop professional, technical and support staff and resolve personnel problems and staff relations issues.
• Demonstrated negotiation skills and can provide contracts engineering guidance to resolve disputes with consultants and contractors.
• Demonstrated ability to identify and provide direction in the resolution of complex and contentious issues.
• Passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
• Ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
• Sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.

Technical Knowledge:• Advanced knowledge of civil engineering theories, principles and practices related to construction.
• Experience in the design of transportation corridors and structures.
• Knowledge of administrative and engineering policies, procedures and standards governing construction, and contract administration.
• Strong analytical skills to assess recommendations for technical adequacy and consistency with government policies.

Project Management Skills:• Thorough knowledge of Ministry policies, directives and standards governing administrative and financial procedures and processes, specifically related to monitoring construction contracts and operations expenditures and invoicing and to negotiate payments.
• Ability to work under pressure to meet deadlines.
• Strong initiative and problem solving skills to assess and solve complex engineering problems.
• Well-developed organizational, management and interpersonal skills to supervise diverse construction staff, and represent the Ministry in a geographic area with respect to construction matters.

Communication and Interpersonal Skills:• Demonstrated ability to develop and maintain respectful, ethical and trusting relationships with internal and external stakeholders, with a high level of integrity.
• Demonstrated ability to identify and provide direction in the resolution of complex and contentious issues with tact and diplomacy.
• Strong written communication skills to oversee the preparation of project reports and recommendations, briefing documents, and executive correspondence on operational issues, and leads presentations and briefs to senior management.
