WHAT IS THE OPPORTUNITY?

The Cloud Governance Program, for both Public & Private clouds, is aimed to establish, maintain, and implement a framework and supporting processes to provide assurance that strategies are aligned with and support the business objectives and are consistent with applicable laws and regulations through adherence to policies and internal controls. The successful candidate in this role will join a team responsible for the design, implementation, and operationalization of the cloud governance program, including establishing required processes within the team and in partnership with other RBC stakeholders, while keeping abreast of regulatory changes that impact the delivery of cloud IT & business services.

The governance framework is based on the principles listed below that are applied throughout the lifecycle of applications and patterns implemented in the cloud:

  • Compliance with Enterprise policies and standards & alignment with IT cloud Computing standards

  • Assurance & oversight based on the Bank's risk appetite, including monitoring of controls, and measurement and reporting of KRIs.

  • Continuous alignment with business strategy

  • Collaboration with stakeholders and business partners

  • Adherence to change management processes.

  • Drive continuous improvement of processes.

  • This role also requires facilitation and coordination with external/internal auditors and key stakeholders across the enterprise.

WHAT WILL YOU DO?

The Sr. Manager, Cloud Governance will have the following responsibilities:

  • Work closely with enterprise governance stakeholders such as Information Security, GRM, Risk & Controls, Audit, Enterprise Architecture, and IT Service Management to ensure cloud governance and compliance requirements are met effectively.

  • Facilitate cloud governance process execution in partnership with cloud teams (e.g., Onboarding, Product, Engineering) and enterprise governance bodies such as Architecture, Information Security, Risk & Controls, Audit.

  • Define and measure KRIs that provide meaningful and actionable insight on the cloud governance program, ensuring data is accurately and completely captured and made available for reporting.

  • Support the weekly reports & dashboards reflecting the cloud risk posture by ensuring the data provided from the governance program is complete, accurate and aligned with the Enterprise risk and performance indicators.

  • Support appropriate enterprise programs, policies, and procedures to be compliant with all applicable regulators, such as OSFI, OCC, FINRA and FRBNY

  • Maintain accurate & complete documentation to support decisions, conditions and approvals by the Cloud Review Board and their delegates, serving as auditable evidence of the cloud governance program.

  • Participate in governance related remediation work to bring risk profile to acceptable levels or to support closure of audit/regulatory findings.

  • Assist in cloud governance readiness for upcoming exams and prioritize remediation activities.

WHAT DO YOU NEED TO SUCCEED?

Must have:

  • Bachelors' degree in computer science, engineering, or relevant experience in a related field.

  • Proficiency in written and oral communication skills to effectively communicate with stakeholders.

  • Working experience in Cybersecurity and/or IT Risk Management spaces, or experience working in a financial institution in Cloud Governance, Risk Management, Compliance, Information Security or similar.

  • Experience working with regulators and internal/external auditors.

  • Creative problem-solving and analytical skills with the proven ability to exercise flexibility and judgment while partnering with stakeholders at different levels of the organization.

Nice-to-have:

  • Certification in Cloud (CCSP, CCSK, CCAK, etc) or Information Security (CISSP, CISA, CRISC, etc) or relevant experience and exposure to Cloud Governance

  • Working experience and exposure to the Cloud Environment including the Cloud Types (Public, Private, Hybrid, Community, etc), the Cloud Deployment Models (IaaS, PaaS, SaaS) and the Cloud Shared Responsibility Model
