The Executive Lead, Mental Health and Substance Use (MH & SU) Program is responsible, with advice from the Program Council, through the use of data, research, evidence based practice guidelines and other quality standards, to stimulate, steward, support and sustain quality improvement in mental health and substance use services and to inform the development of regional mental health and substance use service strategies. The Executive Lead acts as Northern Health's representative in select provincial strategic planning processes and in developing partnerships with the Ministries of Health, Children and Family Development, Education, and Housing and Social Development along with other organizations and associations involved in mental health and substance use services in B.C. This position works in partnership with the First Nations Health Authority (FNHA) to support the delivery of mental health and substance use services in accordance with the processes established by FNHA and with the guidance of Northern Health's Vice President of Indigenous Health. The Executive Lead collaborates with the Program Medical Lead, other Clinical Quality Programs, physicians and staff to align Mental Health and Substance Use services with Northern Health's Strategic, Operating and Services Plans. The Executive Lead works closely with operational leadership and staff to support the change management necessary to improve the quality of mental health and substance use services and sustain these improvements over time. This involves working closely with PQIM to gather and provide meaningful analysis of data to clinical sites to inform and support continuous quality improvement efforts in the provision of care.

Starting salary will be approximately from $124,561 to $155,701 and will be based on education, training, experience, and salaries of similar positions.

Qualfications
• A Masters Degree in health administration or a health related discipline, with a minimum of ten (10) years experience, including at least seven (7) years in a senior position responsible for the development, implementation and evaluation of complex service delivery systems, or an equivalent combination of education, training and experience.

• High degree of flexibility in a changing environment.
• Strong organizational and project management skills including the ability to plan, develop, implement, monitor and evaluate programs both independently and in teams.

• Commitment to client/patient focused care.
• Excellent oral, written and presentation communication skills including facilitation and negotiation skills.
• Demonstrated analytical, problem solving and critical thinking skills that involve the use of data and information.
• Ability to establish partnerships.
• Experience in designing and implementing continuous quality improvement programs.
• Working knowledge of research processes and methodologies.
