Reporting to the Lulumexun Lands & Self-Governance Director, the Marine Environmental Project Manager will be responsible for advancing all aspects of Cowichan Tribes environmental projects that hold potential to impact fresh water, estuarine environments and the marine foreshore. This work includes, but is not limited to, replacement of the Cowichan Lake Weir, Cowichan Riverscape Assessment, leading discussions on restoring Cowichan Tribes management of the Cowichan Bay Government Wharf, supporting the Cowichan Estuary Restoration Project, building understanding to mitigate against impacts to the Cowichan Estuary and Cowichan Bay, and working with the Province of British Columbia to develop the Xwulqw’selu Watershed Plan. The G2G Agreement, Water Sustainability Plan Terms of Reference and other planning documents lay out the scope of the planning process. This position works primarily in the office with some local travel required.

Act as the Cowichan Tribes Planning Team Lead, directly leading substantive areas of policy, technical, and engagement work and supporting Cowichan Tribes and G2G decision-making
Consult with the Lulumexun Lands & Self-Governance Director or designate to support, provide direction and/or manage staff, contracts, advisors as required
Manage and support related Cowichan Tribes Cowichan and Xwulqw’selu Watershed initiatives, including the replacement of the Cowichan Lake Weir and the Cowichan Riverscape Assessment
Initiate planning discussions to implement a Riparian Guardians Program
Manage and support all project works related to the Cowichan Estuary Restoration Project
Support research towards understanding and mitigating against the impacts of industrial activities in Cowichan Bay, both ongoing and historic
Support involvement on the Cowichan Estuary Environmental Management Committee (CEEMC)
Lead discussions to support returning the management of the Cowichan Bay Government Wharf to Cowichan Tribes
Prepare briefing materials and information for decisions on Cowichan and Xwulqw’selu Watershed Plan projects to relevant leadership committees, Chief & Council, Lulumexun Lands & Self-Governance Director & Associate Director and Operational Leadership Team
Manage project related budgets (approx. $Project Management:
Under direction of the Lulumexun Lands & Self-Governance Director, assign, delegate, oversee and support the work of Cowichan Tribes staff, knowledge holders, legal counsel, advisors, and/or contractors contributing to the Cowichan and Xwulqw’selu Watershed Plan projects
Manage program staff, consultants, and contracts related to Cowichan and Xwulqw’selu Watershed Plan and related projects
Participate as an active lead member in the G2G Planning Team
Lead technical and policy research tasks identified by the G2G Planning team to assist in developing the content of the Cowichan and Xwulqw’selu Watershed Plans
Initiate, convene and facilitate meetings of a Xwulqw’selu Cowichan Tribes Community Guidance Group
Delegate, oversee and support delivery of Cowichan Tribes community engagement and communications
Liaise with other Watershed projects and partners
Post-Secondary Degree in Policy, Law, Environmental Management or a related field
A combination of related education, training and experience may be considered
Minimum 5 years’ experience in related field including in manager capacity
Experience with financial and budget management
Experience managing capital projects
Experience with financial and budget management
Valid BC Driver’s License and reliable vehicle required
Effective December 1, 2021: full vaccination against COVID-19 is required to be eligible for employment at Cowichan Tribes. Employees must show Proof of Vaccination as a mandatory condition of employment

Strong understanding of water and watershed planning, law, and governance including the Water Sustainability Act, UNDRIP, and DRIPA
including the ability to lead a team and manage complex multi-year projects
Excellent writing and verbal communication skills
Strong policy and technical analysis skills
Demonstrated conflict management skills
Knowledge of Cowichan culture, protocols, teachings, language, and community is considered an asset
Knowledge of the Cowichan Tribes organization, business, and operations is considered an asset
