Bilingual Manager, Procurement & Vendor Management - Remote OVERVIEW

Based in the Atlantic Provinces and reporting to the Senior Director, Procurement & Vendor Management, the Bilingual  Manager, Procurement & Vendor Management - Remote  will work closely with internal and external stakeholders to manage the corporate and program specific procurement initiatives of Circular Materials (CM), ensuring the established policies and practices are implemented and maintained.

RESPONSIBILITIES
  • Develop subject matter expertise on the current regulatory requirements associated with waste diversion regulations in provinces in Canada.
  • Develop a thorough understanding of current contracts held by CM corporately and across provincial programs and ensure compliance with applicable laws, regulations and industry standards related to contract and risk management.
  • Manage the request and intake process for all procurement requests across CM and Management Services Agreement (MSA) clients.
  • Maintain the schedule of all procurement activities across many provincial programs, corporate initiatives and MSA clients.
  • Lead, oversee and manage all aspects of procurement tasks and processes, including the creation, release, evaluation and awarding of RFx (RFP, RFI, RFQ).
  • Implement, oversee and insure adherence to CM’s Procurement & Vendor Management policy. 
  • Lead, oversee and facilitate, in collaboration with internal stakeholders, the entire lifecycle of sourcing and procurement projects from drafting and negotiations to executions and renewals.
  • Track and maintain executed contract term requirements, renewal dates and annual action items.
  • Interface directly with external partners to respond to inquiries, support RFx process requirements, negotiations, and ongoing supplier relationship/performance management. 
  • Monitor and assess procurement processes to identify and improve upon any inefficiencies or areas of challenge.
  • Support the development and implementation of procurement KPIs and provide regular reporting of metrics and trends to senior leadership.
  • Lead and coach a procurement specialist(s) utilizing best in class management standards to cultivate a culture of continuous improvement and collaboration.
  • Establish and maintain relationships with key suppliers, negotiating contracts and agreements to ensure favorable terms and conditions based on the highest ethical business practices.
QUALIFICATIONS Experience and education:
  • Post-secondary education in a relevant field, e.g. in Business Administration, Logistics, Supply Chain Management, legal administration, paralegal studies, or related field.
  • 5+ years of experience in procurement or contract management that includes RFP process management required.
Knowledge/Competencies/Skills:
  • Strong knowledge of procurement processes, including sourcing, contracting, negotiation, and supplier management.
  • Communication: strong verbal and written communication skills at all levels of the organization.
  • Fully bilingual in French and English
  • Project management: ability to plan, delegate and evaluate progress towards goals.
  • People management: experience managing and coordinating a strong working team.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Perform effectively in an "entrepreneurial" environment that demands both strategic thinking and decisive action.

Assets:

  • Knowledge of the waste management industry.
  • Hands on experience with EPR (SAP).
