Job Type: Regular Full Time
Use your early education and supervisory skills to lead a dedicated staff and oversee the programs making a difference in the lives of young children and their families. The Assistant Director for Birth to Three Programs (AD-B3) is responsible for the development, planning, implementation, monitoring and evaluation of the following programs or services: Early Head Start (EHS), Early Support for Infants and Toddlers (ESIT), including the Single-Entry Access to Services (SEAS)/Help Me Grow system and associated community collaborations. The AD-B3 ensures that all relevant Federal, State and local regulations and mandates are met, assists with policy maker education and serves on national, state, regional and local committees and task forces. Participates as a member of the ELAFS Administrative Team, Leadership Team and Integrated Services Team. Chairs and/or serves on key agency and community collaboration planning, oversight or advisory groups. Oversees the planning, implementation and evaluation of developmental programming for children, ages prenatal to 3 years enrolled in ELAFS, including:
Data analysis and monitoring
Program-associated family services
Ensures that all aspects of services are described in appropriate plans, e.g., EHS service area work plans, Early Intervention Services plan for WA DCYF/ESIT and ELAFS’ strategic plan.
Directly supervises and coaches lead staff members and subcontractors in the Early Head Start program.
Participates as a member of the administrative team in the overall functioning of the department.
Oversees the procurement and maintenance of appropriate supplies, equipment and facilities within allotted budgets.
Completes and maintains contracts, Interagency Agreements and Memoranda of Understanding as needed and appropriate with peer agencies, local school districts and others.
Submits all contract deliverables on time as required by individual contracts and internal agency timelines.
Works with a variety of community partners such as the Whatcom Interagency Coordinating Council, Whatcom Taking Action, ELAFS’ Parent Policy Council, and School district special ed staff.
Participates in the annual self-assessment process and develops written plans for growth or improvement that includes recommendations for corrective measures, and also serves as a primary author on federal and state applications that fund B3 programming.
Provides leadership in preparation for and completion of all local, state, and federal monitoring activities.
Participates in all data analysis and reporting processes.
Provides direct supervision and support to service area coordinators.
Oversees the development and implementation of training plans for program staff.
Provides regular guidance in a technical or somewhat complex, specialized discipline.
Competence in observing children and adults and in developing appropriate plans.
Ability to develop, facilitate, and evaluate children's learning plans based on brain science.
Organizational skills including planning, coordinating, and facilitating services, documentation and record keeping, data analysis and presentation, and time management.
Excellent language skills, including an ability to read and express oneself clearly both verbally and in writing, including group facilitation skills.
Ability to develop public awareness, and access resources, including government and philanthropic grant writing.
Job regularly requires independent, creative thinking in collaboration with others to address operational, functional, budgetary, or service issues.
Proficiency in the use of computers and related information technologies for agency communications and record-keeping requirements.
Skilled at resolving differences of opinion, using tact and diplomacy, such as settling complaints or negotiating with a diversity of agency and community resources. SELF-MANAGEMENT: Practices good self-management, including self-awareness, role clarity, strategic planning, goal alignment, and emotional regulation.
Builds relationships and trust with staff, peers, community partners, and key state/regional-level contacts through effectivecommunication, empathy and compassion, vulnerability, transparency, credibility, and reliability.

Takes accountability for decisions, work performance, and results.
Medical check-ups might be required every two years thereafter.
Must have current First Aid card and Infant/Child CPR training (or obtain within 30 days), and must maintain current certificates for length of employment.
Must have TB test and submit test results prior to hire date.
Must submit to a criminal-records check and obtain a Washington Portable Background clearance to ascertain that the applicant has not been convicted of a child abuse or neglect offense per Washington State Child Abuse Law (Ch. 486, Laws of 1987) or DSHS licensing requirements.
Must submit abstract of driving record for previous 5 years prior to start date and must have good driving record and be insurable under Opportunity Council’s insurance policy and be able to maintain insurance coverage throughout employment.
Must have valid Washington State Driver’s License or obtain by date of hire.
Remote Work: Job is onsite, remote work depends on needs of organization and department
Working Conditions: Work is generally performed in a fast-paced office environment with frequent interruptions and occasional crisis situations. Frequently requires local travel to classroom sites or for community networking, meetings, special workshops and training's, and other job-related activities. Occasional regional or national travel for professional development or collaborations that may require overnight stays.
