We are the provincial agency that delivers workplace insurance to Saskatchewan employers and benefits to Saskatchewan workers when they are hurt at work. Our legislation, The Workers’ Compensation Act, 2013 , describes the workplaces that we cover and the benefits we provide.

We are a monopoly. This means that the employers in industries that are mandated by our Act must insure through us. Employers in industries excluded by our Act may apply for coverage. It also means that workers injured in an industry mandated by our Act can claim benefits from us.

Job Summary:

This position is responsible for defining the data architecture vision, data roadmaps, and data management strategies that maximize the organization’s ability to deliver high-quality Business solutions quickly and at a minimum cost. The Data Architect/Sr. DBA will engage in the business technology delivery projects in order to ensure alignment to the data strategy, fit into the enterprise data environment, and ensure data integrity and consistency delivered by the solution. Manages all activities related to the administration of databases. This position is accountable for the design, installation and monitoring of the database architecture.

Duties & Responsibilities:

Define and maintain the Data and Data Warehouse Roadmaps which set a clear strategic vision and migration plan for the evolution of data in WCB. Ability to envision the future of data architecture at WCB and how data can be used and transformed to better serve the business. Responsible for database development, implementation and management, monitoring performance, growth, forecasting capacity and space requirements

  1. Develop and regularly update Data Architecture, which supports the WCB IT & BI Strategy and align to the overall Enterprise Architecture vision. Responsible for development of the Data components of the overall Enterprise Architecture Plan.
  2. Working closely with Data Governance, IT & BI, develop and maintain the WCB Enterprise Data Model to which will be used as a blueprint for development of shared data stores, such as Operational Data Stores, Data Warehouse and Data Marts.
  3. Strategically design, develop, implement data models for applications and systems. The data models will be architected at the conceptual, logical, business area, and application levels.
  4. Develop and promote data governance, data management methodologies, standards and design patterns.
  5. Provide guidance and support to the DBA’s and BI team related to the architecture and evolution of the WCB Data Warehouse.
  6. Maintain effective relationships with Database Administrators to ensure traceability between the Data Models and database designs
  7. Leads and manages a team of database professionals in the development, implementation, and maintenance of the database environment.
  8. Responsible for developing, implementing database management systems and processes for existing and new information system applications. This includes providing development advice and services for constructing and optimizing applications.
  9. Consults with and advises users of the various databases and plans long-range needs for database administration.
  10. Establishes and implements appropriate backup and recovery policies and procedures.
  11. Advises information systems personnel on administrative and security data policies, technical problems, priorities and methods.
  12. Maintains industry knowledge of new and emerging technology trends and methodologies and contributes this knowledge to the development of database and technology strategies.
  13. Develops, implements and manages project plans including time and cost estimates and tracking and communicating project progress against plan.
  14. Leads and manages project/team resources through scheduling, assignment of work, project leadership and guidance of staff.
  15. Provides leadership and direction to staff; performs HR related functions including; recruit, develop and manage the performance of staff in accordance with WCB’s policies, procedures and best interests.
  16. Responsible for the development and ongoing management of effective team dynamics and interactions within the department.
  17. Builds and maintains positive and effective working relationships with other departments, and units within the organization that are reflective of the values and culture of the WCB.
  18. Develops and implements operational and human resource plans and associated budgets for database services and projects that are aligned with and support department strategic direction.
  19. Participates as a member of various information technology project and support teams.
  20. Directs, supports, and/or participates in the development and maintenance of Business Continuity Plan, ensuring plan is complete and current.
  21. Performs other related duties as required.

Qualifications:

A University Degree in Computer Science or related discipline from an accredited University or a 2 year diploma in Computer Science or a related discipline from an accredited post-secondary education institution.

Minimum of 10 years’ experience as a systems professional in a medium to large systems environment with demonstrated experience in progressively responsible roles including:

  • A minimum of seven years’ experience in data architecture, data modelling, data warehousing, data administration and project management,
  • A minimum of two years’ experience in managing and leading individual and team performance.
  • Some Data Architecture related training required.

The following experience, designations and certifications will be considered as an asset in this position:

  • TOGAF certified
  • Microsoft Office products experience including the BI stack (SSIS, SSAS, SSRS)
  • PMP, agile methodologies,
  • Database management system software (Microsoft SQL Server)
  • Application Server Software (eg. Oracle Certification)
  • User Interface and Query software (eg. Db2 Certification)
  • Understanding of the Data Management tools, such as data repositories, ETL tools.
  • Experience with CASE Tools (ERWin, Rational Rose) will be an asset.
  • Understanding of Data security and privacy concepts
