Job Summary: The position will be responsible to evaluate and support the writing of appeals decisions and applications, for the Board Appeal Tribunal. This will include a review of the decisions to make sure they are of high standard and quality. This includes making sure proper analysis, interpretation of legislation and weighing of evidence has occurred. The decision should be reviewed for clear language and quality. This position will help to mitigate risks should a decision be judicially reviewed.  Provide assistance with incoming appeals when required, which will assist in maintaining decision writing skills. This may include staff files or escalations referred by internal or external parties.  The position will be responsible for assisting the Team Leader in Board Services in providing training and coaching to the Assistants to the Board. Duties & Responsibilities: Reviews decisions for quality and provides feedback and coaching to help improve the decision when required.  Contributes to the quality of decision writing by coaching staff on policy/legislation interpretation and application. Where there are multiple opinions on the interpretation of a specific policy or legislation, reaches out to Policy and/or Legal for clarification and provides this feedback to the team.  This role will complete high risk appeals including but not limited to, judicial reviews, internal staff files, handling of ombudsman investigation reports, and executive referrals. Provides timely feedback to the Team Leader of Board Services identifying gaps in skills through quality assurance and coaching. The Team Leader of Board Services provides foundational training to new staff; however, this position will assist new learners post training though supplemental coaching. This position will help new staff learn and develop expertise in analytical thinking, weighing of evidence, clear reasoning, and clear language. Assists with policy and procedure development as it relates to decision making and appeals. Keeps a record of problematic sections of the Act to share with Legal for potential future legislative change.  Assists with the creation, maintenance, and updates of board services reference materials, including training material, process standard work, cover letters, templates, etc. When there is an increase in incoming appeals that is not maintainable by the current compliment of Assistants to the Board, this individual may be assigned appeals to complete. This will also facilitate maintaining current writing and reasoning skills.  Participates as a member of the board services department related to improvement opportunities, experimenting with solutions and solving problems to help continuously improve processes.  Qualifications: In the event there are no fully qualified applicants, the applicant with the closest match to the posted requirements may be chosen as an underfill. If the overall qualifications of external and internal applicants are deemed to be equal the internal applicant will be given preference. University degree in business, health care, education or social sciences/disability management. Six (6) years successful experience demonstrating the ability to do the following: Case management and adjudication of workers' compensation claims (a combination of both where a minimum of 3 years was in a Case Manager role). At least two (2) years' experience as an Appeals Officer or Assistant to the Board. Knowledge of the Workers' Compensation Act, Board policies and Assessment policies and procedures. At least two (2) years' experience coaching, supervising or training. Ability to interpret and distinguish evidence, argument, opinion, and to make findings of fact based on those interpretations and deductions. Analyzing facts in complex situations and obtaining necessary information by the most appropriate means. Ability to organize work, set priorities and complete work within established time frames. Well-developed written, analytical, organizational, interpersonal and communication skills. Ability to maintain professional and business composure in difficult situations. Ability to work in a team environment and independently. Foundations of Administrative Justice (FOAJ) training is required for this role.
