Role Description: As the Vice President of Program Delivery, you will be responsible for guiding and managing a highly motivated and accomplished team of project management and technical experts in Canada and in the field who are responsible for delivering a wide range of complex development projects funded by Global Affairs Canada. As the GAC delivery lead, you will be responsible for the full cycle of project management from project design through to implementation and closure. You will be responsible for developing and maintaining relationships with our clients and looking for opportunities to increase our impact. As a key member of Alinea’s senior management team, you will lead Alinea’s programme delivery in Canada and collaborate with our teams globally to ensure Alinea is well positioned to meet future challenges. Key responsibilities include:
  • Oversee a team of Project Directors and Technical Directors (e.g., MEL, Gender, Climate Change) responsible for planning and managing GAC project activities and ensure that projects are of high quality and completed on time and within budget; etc.
  • Provide Project Director and/or technical consulting inputs on projects as appropriate.
  • Provide oversight and guidance on issues as they arise (e.g., project risks, HR issues, contract management).
  • Oversee the staffing of project teams, including coordinating with other Alinea offices as required.
  • Provide strategic direction on project delivery through direct engagement with project teams, donors, and beneficiaries.
  • Participate in business intelligence and program development activities to maintain and grow the GAC portfolio.
  • Develop and maintain a network of contacts in the international development field, including donors, key government representatives, leadership teams in other organizations, international and local networks, etc.
Qualifications:
  • Relevant educational background, ideally a master’s degree in field associated with international development.
  • 15 years in a senior management role at an international development organization/firm.
  • Bilingualism is an asset.
Desired Skills:
  • Extensive experience building, leading, and managing large international project teams.
  • Strong interpersonal skills (leadership, diplomacy, communication, conflict management, etc).
  • Excellent team building, mentoring, and coaching skills.
  • Demonstrated management experience with Global Affairs Canada and other donors.
  • Proven track record in contributing to the pursuit and acquisition of new business and preparation of proposals.
  • Experience managing budgets, tracking financial performance, and providing financial oversight for donor-funded projects.
  • Extensive experience in fostering collaboration and strategic partnerships with private sector, all levels of government, development agencies, private foundations, and NGOs.

En tant que membre clé de l'équipe de direction d'Alinea, vous dirigerez la mise en oeuvre des programmes d'Alinea au Canada et collaborerez avec nos équipes à l'échelle mondiale pour veiller à ce qu'Alinea soit bien positionnée pour relever les défis à venir. Les principales responsabilités sont les suivantes:
  • Superviser une équipe de directeurs de projet et de directeurs techniques (par exemple, en évaluation, en genre, en changement climatique) responsables de la planification et de la gestion des activités des projets d’AMC et veiller à ce que les projets soient de haute qualité et achevés dans les délais et les budgets octroyés ; etc.
  • Fournir aux directeurs de projet et/ou aux consultants techniques des informations sur les projets, le cas échéant.
  • Fournir une supervision et des conseils sur les questions qui se posent (par exemple, les risques liés au projet, les questions de ressources humaines, la gestion des contrats).
  • Superviser la dotation en personnel des équipes de projets, y compris la coordination avec d'autres bureaux d'Alinea, le cas échéant.
  • Fournir une orientation stratégique sur la réalisation des projets en s'engageant directement auprès des équipes de projet, des donateurs et des bénéficiaires.
  • Participer aux activités de veille économique et de développement de programmes afin de maintenir et de développer le portefeuille d’AMC.
  • Développer et entretenir un réseau de contacts dans le domaine du développement international, y compris les donateurs, les principaux représentants des gouvernements, les équipes dirigeantes d'autres organisations, les réseaux internationaux et locaux, etc.
Qualifications requises:
  • Formation pertinente, idéalement une maîtrise dans un domaine lié au développement international.
  • Un minimum de 15 ans dans un rôle de cadre supérieur au sein d'une organisation ou d'une entreprise de développement international.
  • Le bilinguisme est un atout.
Compétences souhaitées :
  • Vaste expérience en développement, dans la direction et la gestion de grandes équipes de projets internationaux.
  • Solides compétences interpersonnelles (leadership, diplomatie, communication, gestion des conflits, etc.)
  • Excellentes compétences en matière de mise sur pied d'équipes, de mentorat et de coaching.
