Position Summary

Reporting to the Supervisor, this position provides GIS business functions and application expertise to utilize a complex suite of GIS tools to qualify, analyze and present corporate spatial data.

The GIS Technician exemplifies customer service and leads by example, managing workloads to ensure excellent internal and external customer service. Participating as an integral member of the Information Technology team, this role provides both project and ongoing support to the business areas within the County who require GIS Services.

The GIS Technician also responds to public inquiries for property information and assists the public in interpreting land use bylaws and regulations.

Key Responsibilities Include:
  • Manage and maintain the municipality's GIS database, ensuring data accuracy, completeness, and currency.
  • Create, edit, and analyze spatial data to support the municipality's GIS related activities.
  • Produce maps and other visual aids to support the municipality.
  • Collaborate with other departments and external stakeholders to integrate GIS data into decision-making processes.
  • Stay current with emerging GIS technologies and trends to continually improve the municipality's GIS capabilities.
  • Apply understanding of County strategic and business plans to collaborate in the development and/or implementation of known deliverables required by clients across the areas of the County which rely upon GIS services.
  • Contribute to IT department resource plans and product change roadmaps where integration of software, technology, and services interconnect.
  • Assist with delivery of user training if deemed necessary to aid the business in better servicing their area independently.
Core Accountabilities

  • Assist with delivery of user training if deemed necessary to aid the business in better servicing their area independently.
Analysis & Administration
  • Adhere to internal procedures and processes; both business and GIS service delivery related to efficiency and effectiveness.
  • Prioritize work with Supervisor for contributions to IT and other department planning utilizing tools available offering input for process improvement if applicable.
  • Operate with reasonable independence, while ensuring positive, effective client relations.
  • Provide design assistance and implementation expertise for the municipality’s spatial databases and their integration with other inter-departmental data sources.
  • Perform spatial data analysis, custom mapping, and data compilation expertise that will ensure the timely completion of reports and supporting graphics required by other departmental employees.
  • Provide GIS technical support services for County departments.
  • Maintain, collect, validate, convert, and capture data into the geographic databases of the municipality and the municipal emergency response mapping system.
  • Monitor all new and existing datasets to ensure there is an appropriate level of metadata.
  • Maintain a thorough knowledgebase related to the Municipality’s GIS technologies and stay informed of associated emerging technologies.
  • Serve and assist the public regarding requests for addressing or mapping data in hard copy and/or digital formats.
  • Provide GIS-related graphics for the County utilizing a variety of software.
  • Maintain open channels with other agencies regarding the acquisition or exchange of spatial datasets.
Technology Systems
  • Maintain advanced level knowledge of all applications used for and related to the GIS functions required at the County.
  • Liaise with members of intradepartmental committees involved in joint projects and initiatives holding responsibility for assurance of appropriate design and availability of services.
  • Ensure compliance with all technology related documents and certificates.
Other
  • Work in accordance with the requirements established by the Rocky View County Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.

Requirements:

Position Requirements

Completion of a bachelor’s degree in Geography, GIS, Computer Science, or a related field along with a minimum of 3 years progressively responsible and diversified experience in Information Technology GIS technical and support services, preferably in a municipal environment.
  • Experience with spatial data analysis and modeling.
  • Technical expertise in ESRI Suite (ArcMap, ArcGIS Pro, ArcGIS Enterprise); Microsoft Suite.
  • Technical expertise considered an asset: data storage and protection; communication technologies; CMS (Content Management Systems); Graphics Design; Project Management; ArcPy.
  • Attention to detail and data accuracy.
  • Excellent communication and collaboration skills.
  • Highly self-directed with the ability to take initiative, prioritize, and multi-task.
  • Strong organizational, time management, problem-solving, and customer service skills.
  • Business/technical writing skills.
  • Ability to effectively manage scheduled work and ad-hoc requests and training while maintaining performance standards.
  • Experience handling diversified and complex work, where distractions, multiple instructions, objectives, and policies contribute to an often-changing environment.
  • Ability to discern client requirements in a concise manner.
  • Requires tact, negotiation, and judgement to obtain cooperation and approval of action: customer service contact involves ongoing persuasion, negotiation, and accommodation to gain acceptance of activities and/or ideas.
  • Demonstrates knowledge of a municipal government organization and maintains a working knowledge of departmental rules, regulations, policies, procedures, and functions.
  • Demonstrates superior customer service skills to both internal and external customers.
