This position is responsible for managing, negotiating and evaluating the procurement of contract services and equipment related to the plant. Also responsible for identifying opportunities to improve operations.
JOB DESCRIPTION:
- Liaises with internal and external resources to maintain an ongoing awareness of corporate requirements, business strategies and policies.
- Identifies, qualifies and recommends materials, equipment, products or services suppliers and ensure the management of all vendors.
- Negotiates local contracts with suppliers/service providers within established limits.
- Provides assistance to the corporate procurement team on the negotiation and application of global contracts.
- Manages the annual service agreements with local third-party providers.
- Monitors local contracts and supplier performance, according to the terms of the contract and expectations of the business.
- Reviews and evaluates the risks in the local supply chain and identify opportunities to reduce or eliminate these risks.
- Ensures local transportation, customs matters and insurance is in place for delivery to the plant.
- Evaluates and supports the feasibility of different development projects or new product introduction.
- Develops and manages the budget for the warehouse.
- Develops and manages processes to ensure the effective management of material and equipment assets and inventories.
- Follows up on equipment and warranty parts.
- Follows up on daily inventory of all products used at the location and schedule deliveries when needed.
- Completes the approval process for new contractors, including the validation of insurance paperwork and safety requirements.
- Acts as the main point of contact for all local IT and telecom requests and takes action as required.
- Responsible for all aspects of the team's human resource management including hiring, promoting, performance management and discharging within company policy.
- Lead, coach and manage the team to ensure excellence, awareness and commitment to the client, team and the department's goals and objectives.
- Responsible for warehouse operations including managing physical inventory of spare parts, new spare parts creation or modification, analyzing inventory parts transactions and fluctuation and logistics and transportation documentation.
- Ensures invoices are submitted to Accounts Payable in a timely manner.
- Verifies accuracy of invoices with purchase orders and follows up with vendors in case of discrepancies.
- Performs other duties as required.
QUALIFICATIONS:
- Minimum of six (6) years of progressively responsible procurement experience.
- University degree in Business Administration or commerce. Certification from the Supply Chain Management Association of Canada would be considered an asset. A combination of a diploma or certificate in business or commerce supplemented with a SCMA designation would also be considered.
- Equivalent combinations of education and experience that result in the required level of knowledge skill and competence will be considered.
- Proven knowledge and understanding of purchasing and inventory control methods and procedures.
- Proven ability to develop and maintain effective working relationships with a broad range of internal and external contacts.
- Strong negotiating skills and abilities.
- Proven judgment, problem solving and decision-making skills.
- Computer competent, with ability in the use of communications, spreadsheet and word processing applications within a Windows based operating environment.

Ce poste est responsable de la gestion, de la négociation et de l'évaluation de l'acquisition de services contractuels et d'équipements liés à l'usine. Il est également chargé d'identifier des opportunités pour améliorer les opérations.
DESCRIPTION DU POSTE :
• Collabore avec les ressources internes et externes pour maintenir une connaissance continue des besoins corporatifs, des stratégies commerciales et des politiques.
• Identifie, qualifie et recommande des fournisseurs de matériaux, d'équipements, de produits ou de services et assure la gestion de tous les fournisseurs.
• Négocie des contrats locaux avec les fournisseurs/prestataires de services dans les limites établies.
• Fournit une assistance à l'équipe d'approvisionnement corporative pour la négociation et l'application des contrats globaux.
• Gère les accords de service annuels avec les prestataires locaux tiers.
• Surveille les contrats locaux et les performances des fournisseurs, conformément aux termes du contrat et aux attentes de l'entreprise.
• Examine et évalue les risques dans la chaîne d'approvisionnement locale et identifie des opportunités pour réduire ou éliminer ces risques.
• S'assure que le transport local, les formalités douanières et l'assurance sont en place pour la livraison à l'usine.
• Évalue et soutient la faisabilité de différents projets de développement ou l'introduction de nouveaux produits.
• Élabore et gère le budget de l'entrepôt.

• Suit les équipements et les pièces sous garantie.
• Suit quotidiennement l'inventaire de tous les produits utilisés sur le site et planifie les livraisons lorsque nécessaire.
• Finalise le processus d'approbation des nouveaux contractants, y compris la validation des documents d'assurance et des exigences de sécurité.
• Sert de principal point de contact pour toutes les demandes locales en matière de TI et de télécommunications et agit en conséquence.
• Est responsable de tous les aspects de la gestion des ressources humaines de l'équipe, y compris le recrutement, la promotion, la gestion des performances et le licenciement conformément à la politique de l'entreprise.
• Dirige, encadre et gère l'équipe pour assurer l'excellence, la sensibilisation et l'engagement envers le client, l'équipe et les objectifs du département.
• Est responsable des opérations de l'entrepôt, y compris la gestion de l'inventaire physique des pièces de rechange, la création ou la modification de nouvelles pièces de rechange, l'analyse des transactions et des fluctuations des pièces en inventaire, ainsi que la documentation logistique et de transport.
• S'assure que les factures sont soumises aux comptes payables en temps opportun.
• Vérifie l'exactitude des factures par rapport aux bons de commande et fait un suivi avec les fournisseurs en cas de divergences.
• Effectue d'autres tâches selon les besoins.
QUALIFICATIONS :
• Minimum de six (6) ans d'expérience progressive dans le domaine des achats.
• Diplôme universitaire en administration des affaires ou en commerce. Une certification de l'Association de la gestion de la chaîne d'approvisionnement du Canada serait un atout. Une combinaison d'un diplôme ou certificat en affaires ou commerce complétée par une désignation SCMA serait également considérée.
• Des combinaisons équivalentes d'éducation et d'expérience démontrant le niveau requis de connaissances, de compétences et de compétences seront prises en compte.
• Connaissance et compréhension prouvées des méthodes et procédures de contrôle des achats et des stocks.
• Capacité démontrée à développer et maintenir des relations de travail efficaces avec un large éventail de contacts internes et externes.
• Solides compétences et aptitudes en négociation.
• Compétences avérées en jugement, résolution de problèmes et prise de décision.
• Maîtrise informatique, avec des compétences dans l'utilisation d'applications de communication, de tableurs et de traitement de texte dans un environnement Windows.
