Research Associate About the College of Immigration and Citizenship Consultants (the College)

The College is the authority mandated by the Government of Canada to regulate the practice of Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs). Its role, authority and powers are established in the College of Immigration and Citizenship Consultants Act (Canada). The College sets and enforces the licensing, education and ethical standards of the profession in the public interest.

How will this role support our team?

The incumbent plans, implements, conducts and coordinates of all aspects of institutional and applied research with a focus on immigration, professional practice, policy and education to enhance the College’s knowledge of the industry and its impact locally, nationally and globally to provide expertise to the organization.


Responsibilities Include (but are not limited to)

  • Supervise the operations of the Unit. Develop and execute the Unit’s strategy and provide leadership, mentoring and management of the team.
  • Supervise the development, validity and reliability of instruments (e.g., exams and assessments) that measure knowledge, skills and competencies for educational, certification, licensing and professional credentialing purposes.
  • Plan, implement, coordinate, conduct and report on institutional and applied research initiatives to support strategic planning, program planning, licensee services and institutional effectiveness.
  • Undertake and contribute to research projects of varying complexity by applying appropriate quantitative and/or qualitative research methods.
  • Support the development of evaluation and performance management tools (e.g., surveys) to assess the extent and effectiveness of the College’s impact on applicants/licensees and the public interest.
  • Prepare periodic reports for institutional units, federal agencies and other stakeholders regarding licensee trends, operational research outputs, licensing and credential outcomes, and impact on Canada’s immigration recovery.

This role will support our team by providing:
  • Knowledge of quantitative and qualitative research methods
  • Analytical, critical thinking and problem-solving skills to oversee multiple research projects and shape the College’s future research plans, delivering groundbreaking new research.
  • Time management, organizational and decision-making skills to manage and prioritize competing priorities and deadlines.
  • Flexibility to work in a fast-paced changing environment as a collaborative team player who demonstrates initiative.
  • Interpersonal and stakeholder relationship management skills to engage others, work effectively in a team, build credibility and suggest ideas.
  • Written and verbal communication skills to prepare and deliver research reports and briefings for internal and external stakeholders who may not be familiar with subject matter language usage.
  • Coaching and management skills to motivate and develop employees and team members.
  • Project management skills to manage research projects and ensure timely completion of all deliverables.

Required Education and Experience
  • University Degree (PhD) in research methods, measurement, evaluation, social sciences, education or related field
  • 5 to 7 years of experience in institutional and/or applied research, applied measurement or statistical analysis
  • Experience contributing to all phases of research projects, from developing workplans to preparing products for knowledge dissemination
  • Experience developing assessment frameworks, exams and psychometric analysis
  • Bilingualism (English and French) is an asset
