Position Overview

Reporting to the Lead, Community Mental Health Integrated Services, and in collaboration with the Operational Lead, Mental Health Services and members of the multi-disciplinary Specialist team - will provide clinical expertise and leadership specific to the area of clinical practice, consultation, supervision, inter-professional collaboration, education and training and program planning.

The Mental Health Specialist - Collaborative Care: provides leadership in promoting and maintaining excellence in the delivery of relevant, evidence based counselling and therapeutic interventions within the Winnipeg Regional Health Authority (WRHA) Community Mental Health Services including leading Mental Health Promotion activities. Reporting to the Manager, the Specialist addresses key clinical issues by developing operational guidelines and protocols providing clinical expertise and leadership to staff, providing consultation, supporting and leading the development of individual and group based therapeutic initiatives, orientation, education and advice to staff and management, providing leadership in operational performance monitoring and improvement initiatives, support service delivery evaluation and best practice research initiatives and monitoring adherence to clinical guidelines and processes

The Mental Health Specialist - Collaborative Care: will provide clinical leadership, clinical consultation to a variety of stakeholder within the WRHA. The Specialist functions within the capacity of a clinical practitioner, regional specialist, clinical leader, consultant, educator and researcher. The Specialist will work in collaboration with Shared Health Mental Health and Addictions Service to develop and implement clinical practice guidelines within the WRHA Mental Health and Addictions service areas.

Mental Health Promotion - the Specialist will apply key knowledge and critical thinking skills related to population health and mental health; applies skills to assess and analyze information; plans, implements and evaluates policies, services and practice in population mental health; works collaboratively to build community capacity to improve the mental health and well-being of the population; interacts effectively with diverse individuals, groups and communities; communicates effectively; provides leadership in mental health promotion and prevention initiatives with system partners; and demonstrates professional responsibility and accountability.

Experience

  • Minimum of 5 years mental health clinical counselling experience and 3 years of experience in consultative or supervisory role.
  • Experience in clinical health and staff education.
  • Experience in consultation and facilitation frameworks.
  • Experience in program planning, development and evaluation.
  • Experience required in the areas of population health, health promotion, public health, community development, collaborative intra- and inter-sectorial partnerships.
  • Applied knowledge of mental health promotion, illness prevention and early intervention required.
Education (Degree/Diploma/Certificate)

  • Clinical Masters counselling degree or Masters of Social Work depending in the needs of the program required.
  • An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration

  • Responsible for maintaining and providing proof of active registration with the appropriate registering body.
  • Valid driver's license and access to/use of a vehicle (transportation arrangements must meet the operational requirements of the Health Authority).
Qualifications and Skills

  • Comprehensive knowledge and advanced level of practice in clinical assessment and treatment models including individual, couple, family and group therapy interventions.
  • Excellent interpersonal and communication skills.
  • Demonstrated leadership and team building abilities.
  • Demonstrated ability to problem solve in complex situations.
  • Comprehensive knowledge and expertise in a range of intervention modalities, including brief solution focused therapy, Cognitive Behavioral Therapy, Motivational Interviewing.
  • Skills and experience in staff training and development within a continuous learning environment.
  • Demonstrated ability to develop and facilitate processes and partnerships for practice development.
  • Demonstrated ability to research, analyse and summarize reliable information to determine action required.
  • Demonstrated ability to develop and maintain effective working relationships with individuals, and in the context of families, groups and communities.
  • The incumbent will demonstrate excellent interpersonal communication skills including group facilitation; demonstrates consistent ability to express ideas effectively, work with a high degree of discretion and diplomacy and maintain high functioning relationships.
  • Excellent written communication skills with demonstrated ability to synthesize complex information for a variety of audiences.
