Procurement Specialist(s)

To support this requirement Contract Management Office requires additional resources at Senior Procurement Lead level for the full duration of the project.

Requested resources required to have extensive experience in I& IT Procurement and contracts. Extensive experience in preparation, review and administration of procurement and commercial documents for RFPs, RFQs and legal contracts. Ability to read and interpret complex legal and commercial aspects of technology-specific requirements and apply them together with the procurement’s best practices. Will possess knowledge of creating vendor rosters, conducting market scans and other technology procurement related tasks as required.

Assignment Duties

  • Develops and implements detailed plans and recommends procurement approaches regarding program specific requirements.
  • Leads the coordination and preparation of the Program related procurements. Manages the coordination and delivery of the organization-wide/Program technology procurement plans and contracts, working with various internal and external stakeholders and City Purchasing Division.
  • Works with management staff in City divisions, and solicitors from Legal Services to prepare requirements for all city-wide call documents such as requests for proposal (RFP), requests for quotation (RFQ), requests for supplier qualification (RFSQ), Invitational Calls, Non-competitive Procurement, etc. for technology related products and services before they are sent to PMMD for issuance. Provides technical expertise, reviewing and analysing requirements, identifying deficiencies and communicating them to address technology and legal issues.
  • Oversees the administration of divisional level technology procurement processes including Low Value Quotations (LVQs), Divisional Purchase Orders (DPOs), Non-competitive Procurement, etc.
  • Leads and/or provides support with the evaluation of responses and reviews final recommendations prior to their submission to PMMD. Maintains consistency by ensuring all the required legal terms and conditions, appropriate agreements, and the organization’s infrastructure standards are included in the document.
  • Negotiates and leads the administration of all city-wide technology related contracts and agreements for contracted products and services with vendors. Consults with Legal Services to mitigate risk.
  • Negotiates with and persuades management, clients, and various stakeholders often with competing and conflicting goals, objectives and priorities. Works to understand client requirements, vendor terms, and city objectives in order to reach an optimal agreement, managing risk to the city and ensuring compliance with procurement framework and policies.
  • Provides expertise in technology procurement and contract administration, working closely with PMMD's Strategic Sourcing & Category Management Team to align objectives and achieve efficiencies.
  • Oversees vendor performance ensuring work is being carried out in accordance with the specified terms and conditions. Deals with non-compliance and performance issues with vendors.
  • Designs and delivers effective strategies to anticipate and address emerging business needs and changes in corporate policies and procedures while maintaining a high level of customer service, fiscal accountability, innovation, teamwork and results.
  • Reviews documentation such as proposals, communications, reports, legal agreements and provides feedback to ensure adherence to procedures, RFP document and responses, and ensures information is clear and fair to mitigate risk. Liaises with Legal Services, Internal Audit Services, Risk Management, and Corporate Finance.
  • Ensures that the division complies with City and provincial purchasing regulations and requirements, e.g. Health and Safety, Fair Wage, Municipal code Chapters 195 and 71, etc.
  • Provides leadership and guidance on processes related to technology procurement life cycle of contracted services across the organization to ensure the administration and delivery of the services meet client needs and adhere to approved procedures.

Experience And Qualifications

  • A minimum of 10+ years hands-on experience in Procurement and contract administration in Government jurisdictions and or large private sector organizations.
  • Extensive (over 5 years) IT Procurement experience in Government jurisdictions and or large private sector organizations.
  • Extensive experience with traditional and innovative project management processes, techniques, tools across agile, waterfall, iterative methods associated tools.
  • Strong IT knowledge and cyber relevance with cyber threats, trends and technologies.
  • Tenacious and willing to support the team during peak volumes and workloads with various activities.
  • Strong in process management and controls to minimize risks exposure
  • Ability to lead efficient communication between all project stakeholders, including internal teams and clients
  • Ability to achieve business objectives through influencing and effectively working with key stakeholders.
  • Excellent written & verbal communication skills (comfortable & confident communicating at all levels including business partners, leadership and vendors.
  • Demonstrated critical thinking and strategic planning skills.

Deliverables
