We seek a candidate with a robust background in project management of linear infrastructure, preferably within the public sector, and proven leadership in supervising project delivery teams. This role promises a challenging yet rewarding environment where your contributions will significantly impact the community's infrastructure development.

Reporting to the Commissioner, Engineering and Public Works, the Manager, Capital Projects is responsible for achieving the objectives of the corporate asset management plan for Public Works infrastructure by developing and managing the implementation of asset management strategies and programs for each major asset class; preparing a comprehensive 10-year capital project forecast; and leading the delivery of multi-disciplinary capital projects through the Municipal Class Environmental Assessment process, detailed design phase and construction.
Key duties include managing the development and maintenance of asset management systems; leading the capital project budget process including preparation of the 10-year capital forecast; managing internal staff and external project managers, design consultants and contractors to ensure projects are delivered on-time and on-budget, and meet Town quality and functionality requirements; managing communication to ensure a high level of consultation with the public and Council; and ensuring that internal and external approvals are in place for all projects, including preparation of Council reports and attending Council/Committee meetings as necessary.
The position is also responsible for managing and developing division staff; contributing to the Department's management team; championing the vision, mission and strategic direction of the department and corporation; and modeling professional, corporate and Character Community values.
University Degree in Civil Engineering with significant relevant project management experience. Project Management Professional (PMP) designation preferred.
Engineers license preferred (P. working knowledge of local government functions and responsibilities, provincial government and associated agency responsibility and labour/employee relations principles, practices and applicable legislation.
Proven Project Management experience in programming and delivering multiple, complex large and small capital projects on time, to specifications and within budget.
Experience with tendering processes and contract law.
Advanced contract management skills with proven ability to effectively manage external consultants and contractors.
Advanced knowledge of Asset Management software systems, principles and application of asset management techniques.
Excellent communication, interpersonal consultation and relationship building skills, with ability to deal courteously and effectively with elected and appointed officials, other levels of government, the general public/residents, contractors, other departmental/corporate contacts.
Excellent analytical, problem solving, research, report writing, organizational management and negotiation skills. project/time
Ability to align Capital Projects Division services with departmental and corporate goals/objectives, with ability to foster corporate thinking and a positive/enthusiastic customer-service approach among staff. Continuous quality improvement orientation.
Attention to detail and ability to prepare, administer and control costing and capital budgets.
Proficiency with computers and networks, knowledge of related technology and hard-software packages inclusive but not limited to Microsoft Word, Excel, email, and the Intranet.
Class G Driver's License in good standing and reliable vehicle to use on corporate business.
