The Toronto Transit Commission (TTC) is committed to shaping the future of transportation in the Greater Toronto Area (GTA) and beyond. With a mission to provide safe, efficient, and innovative transit solutions, they are seeking a visionary leader to join their team as the Chief Capital Officer (CCO). Reporting directly to the Chief Executive Officer (CEO), the CCO will play a pivotal role in spearheading the design and construction of their network infrastructure related to Capital Projects, ensuring excellence in project delivery and strategic direction.


Position Summary:

As the CCO, you will lead the Engineering, Construction, and Expansion Group (EC&E), overseeing a dynamic team responsible for capital projects totaling approximately $7 billion over the next decade. Your strategic leadership will be instrumental in driving forward the transformative vision for the TTC, supporting the projected growth of the GTA region while upholding the highest standards of safety, efficiency, and regulatory compliance.


Key Responsibilities:

  • active leadership to the EC&E Group, ensuring exceptional performance, quality, and customer service.
  • and champion a multi-year strategic infrastructure implementation plan, aligning resources to achieve business objectives.
  • optimal priorities for infrastructure build, repair, and expansion, considering growth and effective delivery.
  • the design, environmental analysis, and construction oversight of Capital Projects, ensuring on-time and on-budget completion.
  • collaborative relationships with key partners to enhance program support and access to vital information.
  • contract negotiation and business relationship development with stakeholders and government agencies.
  • best practices in construction management to minimize customer impact and maximize productivity.
  • the TTC in legal, financial, and public safety matters related to design and construction.
  • budget development and administration, ensuring fiscal prudence and cost-effectiveness.
  • talent management and employee engagement initiatives to sustain operational excellence.
  • public engagement initiatives and embody TTC's values and leadership competencies.


Key Skills & Qualifications:

  • experience in senior leadership roles with a focus on infrastructure projects -design, engineering, financials and budgeting, construction management, transportation, as applied to linear infrastructure, structures, roadways, facilities, and related transportation projects
  • background in project management, financial planning, and government relations.
  • knowledge of provincial and municipal government organization structures and legislation in order to develop strategies and establish strong business relationships
  • knowledge of Bentley, Primavera, and Revit software.
  • in both public and private sector environments preferred.


Education & Credentials:

  • Degree in Engineering, Architecture, or related field; MBA preferred.
  • Engineer (PEng) or equivalent designation preferred.
  • certification or equivalent certification an asset.
