Senior Procurement Specialist

Our federal government client is seeking a Senior Procurement Specialist to consult on business and technical analyses, equipment life cycle planning, procurement, and project management for the procurement of scientific, test, and evaluation equipment. This is a 3 year contract with 2 optional extensions.
Scope of work:
- Apply project management practices to procurement activities including financial estimates, business requirements and contracting options.
- Prepare draft selection methodologies, evaluation plans, evaluation criteria, and evaluation schedules for procurement.
- Plan, coordinate, prepare and control documentation for procurement of capital equipment.
- Produce evaluation reports and procurement recommendations for internal stakeholders and sign-off authorities.
- Report on purchase priorities and budget optimization.
- Consult on stakeholders’ requirements and procurement timelines.
- Prepare, review, and finalize procurement documents for potential procurement of capital equipment procurement, software licenses, and maintenance packages. Procurement documents might include Statements of Requirement (SOR), business cases, briefing notes, cost models and synopsis sheets; procurement documents include Statements of Work (SOW), specifications and other documents identified by the Contracting Authority.
- Report progress of the contract on an ongoing basis and at scheduled points in the lifecycle.
- Submit a weekly timesheet for all time charged for the week.
- Recommend to internal stakeholders and sign-off authorities procurement policy, process reviews and standard operating procedures.
Experience and Qualifications:
- Must have a post secondary university degree in science or engineering
- Must have PMP or PRINCE2 certification
- Must have Canadian risk Management Certification or a PMI Risk Management Professional certification
- Must have 5 years of experience as a project manager
- Must have 5 years of experience with performing risk management assessments on scientific equipment
