The purpose of this position is to provide quality advice and direct support to the Executive Director of Medical Affairs, as well as Chiefs, Executive Directors, Directors, and Managers throughout Health PEI on matters relating to physician services and performance within Medical Affairs. The position reports to the Executive Director of Medical Affairs and is responsible to oversee the administration of health services under the Health Payment Act, medical aspects of health programs and services, physician services and physician compensation, and performance.


The Director of Physician Services and Performance will be the lead resource for the Implementation Management Committee established under the new Physician Services Agreement. This is an exciting role and an unique opportunity to be intimately involved in significant transformational change in physician services in Prince Edward Island.This position requires strong communication and conflict resolution skills as well as needing a strong aptitude to collaborate, plan and work with other divisions to reach desired outcomes and goals. This position will need to develop strong working relationships with external bodies including the Medical Society of PEI, the College of Physicians and Surgeons of PEI and the Department of Health & Wellness.


Duties:

  • Provide leadership and guidance to Medical Affairs senior leadership and staff in the ongoing development of divisional strategic and human resource planning with regard to physicians and the implementation of the Physician Services Agreement, specifically in relation to challenging and complex issues.
  • Leading resource for the Implementation Management Team for the Physician Services Agreement.
  • Provide proactive oversight of physician workforce issues.
  • Bring management contingency and succession planning for the Executive Director of Medical Affairs.
  • Provide mentorship, modeling and coaching to managers and staff in a team approach for leadership, human resource management, budget management and other requirements conducive to effective management.
  • Maintain a strong communications process between Chiefs, senior management, managers, staff and medical staff.
  • Lead a team of Medical Affairs staff devoted to managing the Physician Services Agreement.
  • Provide collaborative leadership to the Implementation Management Team as per the Physician Services Agreement.
  • Report on physician performance metrics in alignment with the Physicians Services Agreement.
  • Establish and maintain up-to-date philosophy, policies and procedures relating to the division’s physician services.
  • Establish monitoring and communicating key deliverables within the divisional operational strategy and work plan in support of the overarching organizational strategy especially as it relates to physician services and evaluation.
  • Continually evaluate the effectiveness of the section through ongoing monitoring of metrics, and evaluation and feedback from stakeholders regarding goals achieved in relation to the division’s goals.
  • Oversight of Physician Services Agreement operationalization plan, overall performance and evaluation.
  • Implementing and managing the operational budget related to physician services.
  • Ensuring the operation adheres to applicable laws, audits, and regulations.
  • Responsible for the planning and management of in province physician services, and the payment of out of province medical services.
  • Build and develop relationships with both those internal and external to Health PEI to advance physician services within PEI.
  • Develop effective partnerships between physicians and other collaborating professionals in the health care delivery system.
  • Foster strong relationships with Medicare staff.


Minimum Qualifications:

  • Master’s Degree, or a degree with extensive related experience, in a relevant field such as social sciences, sciences, business or law; or extensive experience in a clinical environment with a related university degree.
  • Extensive leadership experience in a health environment with a cross-functional knowledge of health delivery services
  • Knowledge of health system issues and government, political and legislative processes and direction is required
  • Experience working with a wide range of government and non-government agencies, internal and external stakeholders
  • Extensive leadership experience, preferably in healthcare.
  • Extensive in interpersonal, communication and conflict resolution skills.
  • Considerable experience in management/supervision preferably in a health-related environment.
  • Considerable experience in strategic planning, developing policy and budget management; and
  • Demonstrated ability to develop cohesive and respectful relationships within government and among government partners which will contribute to achieving the goals and objectives of the division.
  • Strong management and leadership skills.
  • Excellent organizational skills.
  • Strong interpersonal, facilitation and collaboration skills.
  • Excellent problem solving, conflict resolution and facilitation skills.

Other Qualifications:

  • Knowledge of PEI Health System preferred.
  • Experience in healthcare setting
  • Experience in collective agreement administration
  • Knowledge of physician fee tariff structures
  • Training in Lean Six Sigma at Green or Black Belt level


Salary Range: $53.04 - $66.31 per hour (Level 25)

Bi-Weekly Hours: 75 hours bi-weekly / Mon - Fri
