Supervisor - Electrical Design (Continuous)

Engineering and Public Works Department

Position Function:

Supervise the City’s electrical engineering design and planning function, leading the technical work of a team in the planning, design, and coordination of alterations/additions to the City’s electrical, street lighting and traffic control systems

Principal Duties:

Coordinate, assign, review and participate in the work of staff involved in the design and management of projects related to electrical infrastructure within the City’s transportation system. Ensure schedules, procedures and established performance and safety standards are met. Responsible for full supervision; scheduling, assigning, and reviewing work, training, coaching and developing. Monitor staff attendance and implement improvement plans where required. Lead effective staff meetings and discussion sessions.

Other Duties:

Responsible for overseeing the investigation, plan preparation, specifications, design documentation and estimates for the installation, alteration, or operation for electrical, street lighting and traffic control infrastructure and projects including Intelligent Transportation Systems (ITS) infrastructure such as CCTV and fibre optic networks Review and evaluate engineering reports, drawings and proposals, and make recommendations related to the electrical infrastructure. Prepare calculations, and simulations. Prepare correspondence and reports. Coordinate multiple projects simultaneously. Liaise with and direct the work of consultants, contractors and engineers on project design, development and standards, construction or renovation projects. Perform construction services and site inspections. Oversee accurate documentation/storage of drawings and records. Create and maintain databases, records, plans, technical diagrams, and inventory lists for electrical, street lighting and traffic control infrastructure. Review building permit applications, for compliance with electrical codes and bylaws; determine scope of required alterations/additions to the City’s electrical systems as they pertain to new developments in the City Make recommendations on changes to policies, by-laws, regulations, guidelines, specifications and standards Prepare, review and evaluate specifications and tenders. Make recommendations regarding types of project materials and equipment to be acquired, operational changes and related costs Review and approve alternate design and installation methods not specified in the electrical code Respond to inquiries, complaints, and requests for service from the public and outside agencies. Represent the division at various meetings with other sections and departments, and outside agencies. Provide leadership and technical support to design, operations, and administrative staff. Perform other related duties as required.

Qualifications Required for this Position – Basic Qualifications:

Education:

Diploma in Electrical Engineering Technology and eligible for registration with ASTTBC (Applied Science Technologists and Technicians of BC) as an AScT or equivalent

Current and valid . Certificate in Skilled Trades Certification as an Electrician or Canadian Interprovincial Qualification (Red Seal) in the Trade of Electrician

Contract Administrator Course (MMCD) (16 hours) is an asset.

Current and valid Class 5 BC Driver's License.

Skills:

Organize and prioritize work of a subsection. Understand and apply the techniques of project management. Supervise a small staff. Understand and apply the principles of electrical design, construction and maintenance. Considerable knowledge of the principles and theory of electricity and electronics and their practical applications. Considerable knowledge of the methods and practices relative to electrical system design, maintenance, and installation with a specialization in traffic signals, street lighting, and communication systems. Electrical distribution system knowledge. Fibre optics design and planning knowledge. Skilled in the use of a variety of electrical instruments, calculating machines and related equipment. Considerable knowledge of the City Electrical by-law and related applicable electrical codes and regulations. Ability to estimate costs of complex electrical installation, repair and maintenance projects. Ability to prepare, read, and interpret engineering drawings and specifications. Ability to perform research tasks and compile statistical and narrative reports as required. Maintain accurate records, prepare, and monitor budgets. Strong verbal and written communication skills. Strong computer skills including working knowledge of MS Office, AutoCAD, ArcGIS , Agi32 and other related specialty software. Strong interpersonal skills along with a proven ability to be a team player. Demonstrated ability to manage projects and to be able to deal with changing and competing deadlines within a multiple task environment. Ability to exercise considerable independent judgment and action in the performance of assigned duties.

Experience: 5 years of related experience including supervisory experience or an equivalent combination of education and experience

Independence: Work is generated by annual objectives and goals and reviewed through meetings with and reports to the Manager.

Issues such as staffing matters, deviations from departmental policy, schedule changes, and budgetary items are discussed with Manager with recommendations.

Work schedule: Monday to Friday (40 hour work week)
