Key Responsibilities:

• Work in accordance with prescribed safety policies and regulations.

• Ensure suppliers and MCR execution vendors are providing equipment, materials, and services in accordance with the contract specifications and assess trends.

• Perform product and service verification in accordance with the Surveillance Plan.

• Witness tests and verify that test equipment and methods used are in compliance with the requirements and are acceptable.

• Accountable for health, safety and well- being of self and others in accordance with technical/operating procedures and standards and includes the development of technical/operating solutions to problems, and may on occasion, be required to participate in training.

• Review Procurement/Material/Quality plans prepared by suppliers and provide comments for acceptance by Bruce Power.

• Schedule and coordinate oversight activities for Projects. Prepare Oversight reports and follow up with suppliers for completion of Corrective Action Requests (CARs) resulting from Oversight activities. Prepare performance reports on Supplier performance.

• Support the business goals by participating as required on supplier audits, carrying out surveillance assessments and providing technical guidance, assistance and support to procurement staff, source surveillance staffs, engineering staff, consultants, and suppliers to identify, resolve, and prevent quality problems related to the procurement of products and services.

• Provide guidance relating to the Approved Suppliers List (ASL), particularly restrictions and code references, communicating changes to internal clients/stakeholders.

Acting independently with limited supervision during supplier surveillances and source inspections, identify and document issues and follow up resolution.

• Ensure that root causes of problems related to the procurement of regulated and non-regulated products and services are identified and effectively corrected.

Assess the findings of such evaluations and present the results to managers and supervisors. Assess the effectiveness of corrective actions taken.

• Initiating Station Condition Records according to procedures.

• Maintain up-to-date knowledge of developments in quality management, regulatory codes and standards and Quality Assurance qualifications through attendance in training courses, seminars, contacts with professional organizations and literature reviews in accordance with the QA qualifications and training requirements.

This includes interfacing with supplier’s quality, technical, and management personnel to identify quality problems and collaboratively developing and implementing solutions and ensuring that effective corrective action is effectively implemented. Prepare various supplier performance reports and key performance indicators (KPIs) and supplier health index metrics.

• This level of knowledge is normally acquired by successful completion of a four (4) -year University degree in an appropriate engineering or science discipline.

Requires experience to be knowledgeable of Canadian and international quality assurance standards and requirements, and quality management practices and their application to the design, procurement, production, inspection and testing of mechanical, electrical, electronic and computer equipment. • Periodically provide technical supervision to staff assigned to work on surveillance teams by assigning, checking, and providing instructions on the work performed. (Refer personnel matters to Supervisor.)

• Develop and implement mitigation and escalation plans for poor performing suppliers, including performance reviews with top problematic suppliers.

• Collect and analyze supplier’s quality performance data to determine trends, recommend corrective and preventative actions, and initiate required actions in a timely manner to drive improvement. This includes interfacing with supplier’s quality, technical, and management personnel to identify quality problems and collaboratively developing and implementing solutions and ensuring that effective corrective action is effectively implemented. Prepare various supplier performance reports and key performance indicators (KPIs) and supplier health index metrics.

• Perform supplier surveillances and identify opportunities for performance improvements. Ensure any resulting non conformances (NCRs) or corrective action requests (CARs) are followed up and satisfactorily concluded and in a timely manner. Prepare surveillance reports to document the results.

• Maintain regular and effective communications with site management and technical, engineering and maintenance resources on supplier quality issues, including investigating and resolving site supplier quality problems.

• Review design engineering documentation to verify compliance with QA requirements for nuclear and non-nuclear projects.

• Perform other duties as required.

Specific Functional Area Responsibilities:

• Complete and maintain technical qualifications such as Pressure Boundary Specialist, On-Line Wiring – Advanced, Welding Engineer

Education:

• Requires knowledge of electrical, electronic, mechanical, civil and/or structural engineering principles and application. Application of physics, chemistry, metallurgy, mathematics, electrical, computer software theory, quality management, and quality assurance principles to technically understand the operation of the facility and to permit understanding of the relationships between technical requirements and quality management practices in providing assurance that purchased products will meet specified requirements.

• This level of knowledge is normally acquired by successful completion of a four (4) -year University degree in an appropriate engineering or science discipline.

Requires experience to be knowledgeable of Canadian and international quality assurance standards and requirements, and quality management practices and their application to the design, procurement, production, inspection and testing of mechanical, electrical, electronic and computer equipment. Example - (CSA N286, CSA N299 Series, ISO 17025, 10CFR50 Appendix B, 10CFR21, NQA-1, CSA N285.0, CSA B51, NCA 4000, NCA 3800, ASME Sections III, V, IX, VIII, and XI etc.).

• Requires knowledge and experience in the design, operation or maintenance of chemical, nuclear or thermal/fossil plants. Problem solving skills and experience with technical studies and evaluations are required.

• Requires experience in the support and optimization of manufacturing processes. Knowledge of and experience with manufacturing and inspection processes related to the fabrication of nuclear component and materials.

• Experience working in a Supplier Quality or Quality Oversight position preferably within the Nuclear/Aerospace/Defense sectors.

• A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.

• Experience in the following areas would be an asset

o Experience with statistical process control techniques including Pareto analysis, process analysis, cause-and-effect analysis, sampling, and process capability analysis.

o Experience with computer software including Microsoft Project, Microsoft Access, Microsoft Word, Microsoft Excel.

o Experience with six sigma, continuous quality improvement, and best in class/lean techniques.

o Prior experience as a Quality Engineer.

• Related ASQ certifications (CQE, CQA, CQPA, CRE, or CSQE) are an asset.

• Experience as an internal and external Quality Auditor (preferably having passed an ISO 9001/NQA 1 Lead Assessor course).

• Working knowledge of electronics, mechanical engineering, and software quality assurance.
