Underthe supervision of the Vice President of the Civil Operations thePreconstruction Manager will be responsiblefor:

Development
  • Establishinga division developmentplan;
  • Ensuringthat projects are targeted according to the developmentplan;
  • Establishingpriorities for targeted projects with the VP partners andconsultants recommended for identifiedprojects;
  • Organizingmeetings with clients partners consultants andsubcontractors;
  • Makinga Green sheet of targetingprojects;
  • Makingquarterly report of projects in thepipeline;
  • Participationin relevant conferences and workshops to maintain a network ofcontacts and give visibility to thecompany.
Prequalification
  • Oncea project has been identified andselected:
    • Preparingthe partnership agreements required for the call forqualification;
    • Ensuringthat an adequate qualification team is assembled and superviseit;
    • Ensuringthe qualification file is submitted with all the rigor and energyrequired.
Proposals
  • OnceEBC is qualified to submit an offer the Preconstruction managermust:
    • Prepareor supervisor all documents required for partnership agreements andcontractnegotiations;
    • Coordinateall activities surrounding the proposal projectsincluding:
      • Ensuringthe availability of adequate and competentstaff;
      • Ensuringpartnerships aremanaged;
      • Attendingall partnership coordinationmeetings;
      • Attendingall clientmeetings.
    • Makereports to seniormanagement;
    • Ensurethat EBC s interests areprotected.
  • Preparingand presenting a postmortem of proposalsmade.
ProjectSupport
  • Uponobtaining a project the Preconstruction managermust:
    • Preparethe transfer files to operations and support the project team forthe time required to ensure a goodtransition;
    • Ensuresthat all agreements including the contract partnership agreementsand financing are properlyfinalized.


Requirements
  • UniversityDegree/Technology Diploma in Engineering or a combination ofeducation and industryexperience;
  • 10years experience in the construction industry preferably with avaried mix of experience encompassing contractor designer andclientexperience;
  • Previouscivil construction experience specifically related to heavy civilexcavation tunneling wind farm utilities underground works deepshafts ground stabilization metro and railwork;
  • Aproven track record of project success and teamleadership;
  • Goodknowledge of geology andgeotechnical;
  • Strongexperience delivering large scale projects within a partnershipenvironment;
  • Strongexperience with alternative delivery mode projects (Design BuildP3);
  • Strongknowledge of financial management as well as building codes andassociatedlegislation;
  • Advancedskills in management negotiation communication and problemsolvingarerequired;
  • Goodcomputer skills and previous experience with schedulingsoftware;
  • Bilingual(an asset) but proficiency in English language with excellentcommunication skills (written and verbal) isrequired.

University Degree/Technology Diploma in Engineering, or acombination of education and industry experience; 10+ yearsexperience in the construction industry, preferably with a variedmix of experience encompassing contractor, designer, and clientexperience; Previous civil construction experience specificallyrelated to heavy civil, excavation, tunneling, wind farm,utilities, underground works, deep shafts, ground stabilization,metro and rail work; A proven track record of project success andteam leadership; Good knowledge of geology and geotechnical; Strongexperience delivering large scale projects within a partnershipenvironment; Strong experience with alternative delivery modeprojects (Design Build, P3); Strong knowledge of financialmanagement, as well as building codes and associated legislation;Advanced skills in management, negotiation, communication, andproblem-solving are required; Good computer skills and previousexperience with scheduling software; Bilingual (an asset), butproficiency in English language with excellent communication skills(written and verbal) is required.
