L'analyste d'affaires assumera les responsabilités suivantes :
- Planifier et surveiller les activités d'analyse commerciale tout au long du cycle de vie du projet, en collaborant avec la direction du projet et en fournissant le soutien nécessaire.
- Agir en tant qu'analyste commercial principal, en planifiant l'approche d'analyse commerciale et en encadrant les ressources juniors sur des projets avec plusieurs analystes.
- Développer des analyses d'options pour les solutions de GI/TI, en fournissant des estimations de coûts et des recommandations/analyses de rentabilisation avec des comparaisons détaillées des options.
- Traduire les besoins de l'entreprise, y compris les exigences législatives, en exigences de solutions à l'aide d'outils et de techniques d'analyse appropriés.
- Analyser et synthétiser les informations provenant de diverses parties prenantes, processus, politiques et documentation pour éclairer les exigences.
- Évaluer les besoins opérationnels des parties prenantes, établir des relations entre les exigences et les conceptions, et évaluer les changements pour assurer l'alignement avec la stratégie globale de GI/TI.
- Faciliter l'engagement des intervenants et la collaboration entre les membres de l'équipe, en contribuant à la documentation des exigences opérationnelles sous la direction du responsable technique d'ECCC.
- Diriger l'analyse des exigences commerciales et des solutions pour identifier les informations, les règles, les contraintes et les flux décisionnels pertinents ayant une incidence sur la livraison de la solution.
- Développez des exigences claires, concises et testables avec les résultats attendus ou les critères d'acceptation à l'aide de user stories, de cas d'utilisation ou de formats hybrides.
- Utilisez diverses méthodologies d'exigences, notamment agiles, en cascade ou hybrides, pour l'élicitation, l'analyse et la documentation en fonction des besoins du projet.
- Doit avoir plus de dix (10) ans d'expérience professionnelle en tant qu'analyste d'affaires dans un environnement GI/TI et détenir l'une des certifications suivantes : IIBA CCBA, IIBA CBAP, PMI/PBA ;
- Doit fournir un (1) projet de référence des deux dernières années, en cours depuis au moins six mois, démontrant une expérience dans la documentation des exigences à l'aide d'outils de modélisation visuelle et de conception, dirigeant une équipe de deux analystes commerciaux ou plus, y compris la planification, le mentorat et la représentation du projet.
- Doit avoir de l'expérience dans l'élaboration d'analyses de rentabilisation et/ou dans la réalisation d'analyses d'options.
- Doit avoir de l'expérience dans la documentation des processus opérationnels à l'aide de la notation BPMN (Business Process Modeling Notation);
- Doit avoir de l'expérience dans la création d'épopées et d'histoires d'utilisateur avec des résultats et des critères d'acceptation définis.
- Doit avoir de l'expérience dans la préparation et l'animation de présentations concernant les changements, les compromis et les solutions aux parties prenantes et à la direction.
- Doit avoir de l'expérience de travail sur des projets liés à la réglementation scientifique, le projet cité étant en cours depuis au moins six mois ;
- Doit être diplômé d'un établissement postsecondaire reconnu avec un programme de deux ans en informatique, en technologie de l'information, en gestion de l'information ou dans un domaine pertinent.

The Business Analyst will have the following responsibilities:
- Plan and monitor business analysis activities throughout the project life cycle, collaborating with project leadership and providing necessary support.
- Serve as the lead Business Analyst, planning the business analysis approach and mentoring junior resources on projects with multiple analysts.
- Develop option analyses for IM/IT solutions, providing cost estimates and recommendations/business cases with detailed comparisons of options.
- Translate business needs, including legislative requirements, into solution requirements using appropriate analysis tools and techniques.
- Analyze and synthesize information from various stakeholders, processes, policies, and documentation to inform requirements.
- Evaluate stakeholder business needs, establish relationships between requirements and designs, and assess changes to ensure alignment with overall IM/IT strategy.
- Facilitate stakeholder engagement and collaboration among team members, contributing to business requirements documentation under the guidance of the ECCC Technical Authority.
- Lead the analysis of business and solution requirements to identify relevant information, rules, constraints, and decision flows impacting solution delivery.
- Develop clear, concise, and testable requirements with expected outcomes or acceptance criteria using user stories, use cases, or hybrid formats.
- Utilize various requirements methodologies, including agile, waterfall, or hybrid, for elicitation, analysis, and documentation based on project needs.
- Must have over ten (10) years of professional experience as a Business Analyst in an IM/IT environment and hold one of the following certifications: IIBA CCBA, IIBA CBAP, PMI/PBA;
- Must provide one (1) reference project from the last two years, which has been ongoing for at least six months, showing experience in Documenting requirements using visual modeling and design tools leading a team of two or more Business Analysts, including planning, mentoring, and project representation.
- Must have experience developing Business Cases and/or conducting Option Analysis.
- Must have experience in documenting business processes using Business Process Modeling Notation (BPMN);
- Must have experience creating epics and user stories with defined outcomes and acceptance criteria.
- Must have experience preparing and facilitating presentations regarding changes, trade-offs, and solutions to stakeholders and management.
- Must have experience working on projects related to scientific regulations, with the cited project ongoing for at least six months;
- Must have graduated from a recognized postsecondary institution with a two-year program in computer science, information technology, information management, or a relevant field.
