Program Consultant (Integration and Implementation Specialist) - Youth Wellness Hubs Ontario This full‑time, permanent Program Consultant role is located at the Centre for Addiction and Mental Health (CAMH) in Ontario, outside of the Greater Toronto Area. The YWHO Provincial Office seeks an experienced professional to support Integrated Youth Services (IYS) implementation across local YWHO networks. About Youth Wellness Hubs Ontario YWHO is a network of 32 integrated youth services hub networks that currently operate in 40 communities. The hubs provide walk‑in access to youth‑centered, community‑based mental health and wellness services for young people aged 12 to 25. Position Description The YWHO Provincial Office at CAMH is seeking a Program Consultant (Integration and Implementation Specialist) who will report to the YWHO Manager Site Implementation and work closely with the Integration and Implementation Leads. The Specialist will play a key role in supporting the deliverables of an Integrated Youth Services (IYS) delivery model within local YWHO networks and provide guidance and coaching to implement a health equity lens to implementation models and evidence‑based tools. Responsibilities Apply and integrate evidence‑informed approaches such as Implementation Science, Quality Improvement and service/system design to support stakeholders to adopt new practices. Provide expertise and advice on equity, anti‑racism, and anti‑oppression to strengthen internal YWHO practices and support the implementation and evaluation of the YWHO model across Hub Networks. Develop and support strategies to promote an ongoing learning culture for integrating equity into implementation science and quality improvement frameworks (workshop coordination, lunch & learns, Community of Practice, support/consultation to YWHO sites). Understand, review trends, monitor and evaluate data to identify gaps and opportunities for strengthening equitable service delivery in YWHO program and project planning. Identify, engage, and foster collaborative relationships with stakeholders to develop a shared understanding and vision. Develop an understanding of the local youth mental health and substance use system to support contextualized implementation. Co‑develop, facilitate, and establish direction, objectives and consensus across diverse stakeholders. Assist teams (internal and external) with implementing practice and/or system change through facilitation, problem‑solving, focused capacity building, consensus building, decision making and conflict resolution. Assess needs and coordinate capacity building for project members. Develop project implementation plans, processes and tools based on evidence‑informed implementation approaches, utilizing Implementation Science as a foundational approach. Coach multiple levels of organizational staff using strength‑based problem‑solving, active listening, motivational interviewing, modeling and other coaching strategies. Build and support the capacity of organizations/agencies to support sustainable and effective change. Support the implementation of improvement cycles across and within organizations. Job Requirements First Nations, Inuit or Métis, or extensive experience working with First Nations, Inuit or Métis communities. Master’s degree in Social Work, Indigenous studies, public health, psychology, or an equivalent combination of education and experience. At least three (3) years’ experience in Indigenous health promotion/prevention, Indigenous community health and/or mental health and substance use services or related Indigenous health services. Thorough understanding of principles and practices of Indigenous engagement. Demonstrated knowledge of First Nations, Inuit and Métis communities, cultures, perspectives and health service providers. Experience in assisting teams with implementing evidence‑based practices, interventions and/or programs through facilitation, problem‑solving, collaboration, co‑design and conflict resolution. Expertise in health equity and a proven record of engaging others in meaningful dialogue about equity, racism and oppression. Strong knowledge of Ontario’s youth mental health and substance use system/services and a commitment to equity, inclusivity, respect and social justice. Demonstrated ability to provide guidance and leadership in collaborative partnerships and strategic planning processes. Demonstrated coaching skills for multiple organizational staff levels using strength‑based problem‑solving, active listening, motivational interviewing, modeling and other coaching strategies. Strong interpersonal, communication, community engagement and creative problem‑solving abilities. Experience working within an implementation science framework or other evidence‑informed implementation or quality improvement framework. Demonstrated commitment to principles of equity, inclusivity, respect and social justice. Ability to collaborate with diverse stakeholders and clients from diverse backgrounds, including First Nations, Métis, Inuit and other racialised people. Experience in facilitating system change initiatives through facilitation, problem‑solving, decision making and conflict resolution. Commitment to data‑driven, evidence‑informed decision making. Ability to work independently with minimal supervision, while collaborating effectively on a team. Excellent organisational, planning and time‑management skills, with the ability to multi‑task and meet tight deadlines. Other Skills Bilingualism (French/English) and/or proficiency in a second language are assets. A valid licence, access to a vehicle and ability to drive to locations, as an expectation of travel related to program assignments.
