Business Consultant – Level 3

Responsibilities Provide leadership, and a holistic vision in the development of the strategy for an integrated architecture including ‘future state’ definition and the development of critical success factors. Provide technical coordination to technical and operations staff, including professional engineers, IT specialists. Oversee the review of business requirements, system requirement specifications, design, testing, implementation, and operations documentation. Confirm that system requirements are satisfied, consistent and tested. Undertake appropriate remediation action, as required. Escalate to management in a timely manner, as deemed necessary. Provide support to project teams for the preparation and review of solution-specific architecture and design deliverables, ensuring that processes are implemented. Participate in planning and communication activities, and provide information and support to implementation and operations‑related activities. Assist in the development and tracking of business requirements, to ensure requirements can be bridged between the architectural design for a solution, and the ongoing operational support for the business system. Act as the OPI for the implementation of solution deliverables and act as a support OPI for project‑related activities. Advise project leadership and escalations technical and operational challenges related to requirements, design, testing, and deployment of new systems to production state. Participate in various committees and working groups. Submit monthly reporting schedules for all of the activities carried out in support of the development and maintenance of the design. Participate in the informal and formal review sessions and document review and comment cycles associated with solution‑specific documents, such as requirements, architecture, design and interface specification documents. Lead and or contribute to Shared Service Canada’s status updates and Technical Solution Architectural Meetings. The Business Consultant will work in the National Capital Region and no travelling will be required outside of meetings within the NCA, if required. Qualifications Must demonstrate that the proposed resource has a minimum of ten (10) years of experience as a Business Consultant with large‑scale IM / IT business transformation projects. A minimum of two (2) years must be demonstrated to have included a solution that was at least 25% analytics‑based. A description of the project must be provided. Large‑scale defined as having a project budget of at least $10M. Must demonstrate that the proposed resource has a minimum of two (2) years of experience within the last ten (10) years conducting: Business analysis Completing risk analysis Defining project objectives Meeting with stakeholders and providing detailed progress reports to Senior Management (Director Level or above) on an analytics‑based project. Must demonstrate one (1) large‑scale project defining and documenting objectives, goals and deliverables for an operational working environment.
